Job summary

Lincolnshire County Council seeks a Complex Care Officer to lead end-to-end sourcing for complex needs. You will manage procurement, micro commissioning and tendering using established frameworks, with a focus on delivering right-cost care packages.

You will build strong relationships across levels, applying analytical reporting and market insights to inform decisions and optimise care provision for adults in Lincolnshire.

Job description

We have an opportunity for you to join us as a Complex Care Officer.

We are establishing a new Strategic Commissioning Service, within our Adult Care Directorate which includes a new approach to Care Sourcing and are ambitious about our plans to invest in and advance our approach to innovative, evidenced based commissioning, driving the delivery of positive outcomes for the people of Lincolnshire, in a compliant and efficient way.

To deliver this business-critical function, we are seeking to appoint an outstanding officer to join our team who will source and secure the right advice, care and support package in complex cases for adults with an assessed eligible need, across all care types, at the right time and at the right cost.

Our Officers caseload will include, but not be restricted to instances where it is necessary to undertake micro commissioning and competitive tendering processes, utilising existing frameworks and contracts or via the open market. They will work on all aspects of commissioning and procurement to identify options and undertake the end-to-end sourcing for complex needs, liaising extensively and establishing positive relationships.

You will be:

• A professional with some experience of commissioning, procurement, project management or a related discipline, demonstrating detailed understanding and knowledge of the public sector, health, social care commissioning, procurement legislation, regulations, policies, best practice and markets.


• Someone with experience in building and maintaining effective relationships at all levels, with strong communication and negotiation skills, the ability to provide effective challenge with sensitivity and diplomacy along with expert analytical and report writing skills which support effective, informed decision making.


• Knowledge and understanding of return on investment models, market analysis, benchmarking, supplier development, supply chain management, market management, evaluation models and contract management processes.
