Communication and Engagement Officer (Planning) - Infected Blood Compensation Authority (IBCA)

This role offers an opportunity to be part of a new Arms Length Body that aims to support those affected by the infected blood scandal through effective communication and community engagement. The organization seeks to build trust, explain the compensation scheme clearly, and ensure the community is well-informed and supported.

The IBCA is currently hosted by the Cabinet Office, but most roles will transfer to the new organization once operational. The mission of IBCA is expected to last approximately 5 to 7 years, with support provided for employees to transition to other roles afterward.

The Strategic Communications, Campaigns and Marketing team is responsible for planning and delivering campaigns, including developing innovative strategies and internal communications. The team values creativity, collaboration, and speed.

We are seeking a candidate with skills in communications planning, campaign management, and stakeholder engagement to support our strategic behavior change campaigns, maintain planning processes, and foster relationships within the government communication network.

Main Responsibilities

  • Support the planning and delivery of strategic behavior change campaigns.
  • Maintain communications planning processes and produce weekly forward look plans.
  • Collaborate on communication strategies and support campaign implementation.
  • Review and update the communications and marketing strategy regularly.
  • Participate in planning activities and meetings across IBCA and its agencies.
  • Monitor and manage inquiries via team mailboxes.
  • Build effective working relationships within the organization and with external stakeholders.

  • Strong written and verbal communication skills with stakeholder management experience.
  • Proficiency with digital tools and software platforms.
  • Excellent planning, organizational, and time-management skills.
  • Experience in developing and implementing strategic campaign plans.
