Commissioning Manager - Learning Disability (LD) residential services

Salary: Up to £60,000 + Performance-Related Bonus

Contract: Full-time, Permanent | 40 hours per week | Monday to Friday (with flexibility to travel across the North West of England)

Are you an experienced leader with a passion for improving outcomes for children and young people with learning disabilities?

We are looking for a Commissioning Manager to join our senior leadership team, leading on the quality, growth, and development of our Learning Disability (LD) residential services across the North West, including the opening of new children's LD residential homes.

Responsibilities:
  • To source suitable properties across the North West in order to register the properties as new children's LD homes.
  • To register the home and ensure that this meets all Ofsted regulatory requirements
  • To recruit a team of staff with the relevant skills, knowledge and experience to meet the needs of the children
  • To appoint and mentor a manager for the first home to allow the commissioning manager to move onto open the next home.
  • Embed Positive Behaviour Support (PBS) practices across all services.
  • To undertake regular audits of the quality of care in all homes once the division is up and running
  • To develop effective systems and processes to measure the quality of care and outcomes achieved by young people in our homes.
  • To work with the PBS Practitioner and L & D team to develop a Training Strategy and plan for all staff working in LD services.
  • To undertake detailed investigations and provide comprehensive investigation reports as required.
  • To lead reflective practice sessions in each service ensuring lessons are learned from any incidents.
  • To work closely with school staff and the education management team.
  • Support the opening of new homes and development of LD services in the region.
Requirements:
  • A strong background in learning disability or children's residential services.
  • Experience of opening a new home
  • Experience in quality assurance, compliance, or regulatory frameworks (Ofsted knowledge essential).
  • Experience with Positive Behaviour Support (PBS) practices
  • Proven leadership skills with the ability to coach, mentor and develop teams.
  • A sound understanding of safeguarding and risk management.
  • A strategic thinker, confident in producing reports and presenting at board level.
  • Passionate about delivering outstanding care and improving outcomes for young people.
  • Level 5 qualification in children 's residential care
