Do you have or want to develop further skills in commissioning and delivering system change and improvements?
If so, Torbay Council is recruiting a ‘Commissioning and Finance Support Officer' for the Adult Social Care Strategic Commissioning Team.

Our Strategic Adult Social Care Commissioning Team is responsible for meeting Torbay residents' social care needs. You will be involved in the delivery and strategic development of commissioned Adult Social Care services, where you will work with stakeholders across Torbay to implement the Adult Social Care Co-Production Strategy.

Work across the Commissioning Cycle quadrants of ‘Plan, Do, Review, Analyse’. Your skills will be used for gap analysis, commissioning strategy, options appraisal, and service design to ensure a secure and functional provider marketplace.

You'll need to be comfortable and enjoy working as part of a team. You'll need to have an eye for detail and to be able to anticipate and respond to a wide range of issues and challenges in a positive, solution-focused way. You will work alongside Strategic Commissioning Managers to oversee all aspects of the commissioning cycle, including needs analysis, service and system reviews, quality assurance, service design, specification development, contract management, stakeholder engagement and financial planning.

What you'll bring…

  • The ability to work as a team or independently, with patience and tact.
  • Knowledge and understanding of the commissioning cycle.
  • The ability to handle difficult situations calmly and professionally.
  • Ability to research, analyse and evaluate a broad range of social care information and data.
  • The ability to make decisions and escalate issues when needed.
  • Good IT and numeracy skills and the ability to keep accurate records.
What we give in return…
  • You'll get the support of an experienced and enthusiastic team focused on delivering the best social care outcomes for residents of Torbay.
  • We also offer training and development opportunities, which include specialist commissioning training.
  • Torbay Council offers standard benefits, including 25 days annual leave, a pension scheme, and some not-so-standard benefits as part of our employee benefits scheme – so if you would like to hop on a new bike (cycle to work scheme) or enjoy retail shopping, you can access discounts via Mylifestyle at Edenred!
Be you, be happy—we strive to have a friendly and inclusive culture that respects and maximises the contribution individuals can bring to Torbay Council.
