Contract Type: Permanent

Working Hours: 37 hours per week (Monday - Friday)

Salary: Starting Salary is £44,711 (Level one) rising to £47,754 per annum (pro-rata for part-time)

About the Role

The Commercial Strategy and Policy Lead heads a small team that shapes policy, ensures compliance, and provides assistance to all Council service areas in support of commercial and procurement activities. The job holder will, with the team, provide a view of current and upcoming regulatory changes, develop appropriate tools and training for both operational and strategic procurement/contract management as well as providing advice to NCC on appropriate mitigation of risk and policy and governance best practice. Working collaboratively with the Commercial Hub and Service Areas, the job holder will work to create a culture of continuous improvement.

Supporting the Commercial Systems and Strategy Manager, the job holder will ensure the team actively and effectively promotes the Council's vision, values, aims, objectives, and priorities, putting our citizens first through the delivery of best value services.

About You

The ideal candidate will have:

  • Evidence of significant experience in Procurement, Contract Management, or Policy and Governance.
  • MCIPS qualification or able to demonstrate equivalent through experience.
  • Expert knowledge of strategic procurement process, public procurement legislation, and policy including emerging practice.
  • Experience of successfully leading teams, motivating people, and creating high performing services.
  • Experience of leading change programmes and bringing others on the journey.
  • PRINCE 2 Practitioner level qualification, or equivalent desirable, or able to demonstrate equivalent knowledge and experience of developing and managing projects.
