About Our Client

Michael Page is proud to be supporting a respected public sector organisation with national impact, known for its focus on scientific research, regulatory oversight, and innovation in health and safety. This role sits within a growing Commercial Function responsible for improving procurement outcomes, value for money, and commercial governance across a range of complex programmes.

Job Description

As Commercial Manager, you will play a key role in the delivery of a major facility upgrade programme. You'll lead the procurement of a series of works and services packages and work closely with project managers and technical stakeholders to ensure contracts are delivered on time, within budget, and in line with public sector compliance.

Key responsibilities include:

  • Leading end-to-end procurements related to capital upgrade works, services and consultancy
  • Contract management, including supplier relationship and performance oversight
  • Advising on procurement strategy, public procurement regulations (including PA23), and commercial best practice
  • Drafting and negotiating NEC4 contracts (Engineering and Construction / Professional Services Contracts)
  • Providing expert commercial insight across a complex, regulated delivery environment

The Successful Applicant

We are seeking candidates with:

  • Proven experience in public sector or regulated procurement, particularly involving FM, laboratory, manufacturing or technical/scientific facilities
  • Working knowledge of NEC3 or NEC4, and the ability to interpret and draft formal contract terms
  • A commercial qualification such as TPP Practitioner, NEC accreditation, MCIPS or World Commerce & Contracting certification (desirable but not essential)
  • Strong stakeholder engagement and supplier relationship management skills
  • The ability to manage complex commercial activity in line with civil service principles, delivering value for money

Location & Working Pattern

  • Based in Hertfordshire, with 2-3 days per week required onsite at the organisation's science and laboratory campus
  • Hybrid working available in line with organisational policy
  • Face-to-face interviews will be held at the site

  • Salary: £44,825, aligned with SEO grade banding (fixed starting point)
