Job description

Role: Commercial Manager REF 91610

Contract Length: 12 months

Location: Hybrid/Salisbury – 2-3 days/week on site. Flexibility required.

IR35: Inside

Pay Rate to Intermediary: Market Rate

Security Clearance: SC and Sole UK National required.

About the Role

Spinwell is recruiting for a Commercial Manager within the public sector.

Responsibilities
  • Provide procurement and contract management support to the Estates Portfolio in an NEC4 environment, mainly supporting design and construction projects (RIBA Stages 0-7).
  • Work closely with Project Managers to articulate requirements and determine the most appropriate routes to market, often using Public Sector Framework Agreements such as Crown Commercial Services.
  • Draft Commercial Strategies for inclusion in business cases.
  • Collaborate with NEC Project Managers on contract management, including negotiation and implementation of Compensation Events, and administer all contracts in line with client policies and government standards.
Skills and Experience
  • Knowledge of Public Contract Regulations (PCR), Defence and Security Public Contract Regulations (DSPCR).
  • Understanding of Procurement Act 2023.
  • Experience supporting significant design and construction programmes within a commercial team.
  • Extensive NEC4 contracting experience, especially with ECC and PSC; NEC4 accreditation is advantageous.
  • Strong communication skills with suppliers and stakeholders.
  • Ability to communicate priorities and business plans effectively, ensuring projects meet time, cost, and quality targets.
