Job summary

Triumph Consultants Ltd in Porton Down, Salisbury seeks an experienced Commercial Manager to support major infrastructure and facilities programmes. The role requires NEC 3/4 contracting experience, extensive knowledge of public procurement regulations, and the ability to manage complex supplier and stakeholder relationships.

Must have active SC clearance and be a Sole UK National. The position entails 36.5 hours weekly (Mon-Fri 07:00-16:00), with 240 days over 12 months.

Qualifications

• Sole UK National with active SC Clearance – essential.
• Recent experience of NEC 3/4 contracts, ideally NEC 4.
• Strong experience of NEC Engineering and Construction Contracts (ECC) and PSC.
• Experience working within a commercial environment involving infrastructure works and hard and soft facilities management.
• Strong understanding of Public Contract Regulations (PCR) and Defence and Security Public Contracts Regulations (DSPCR).
• Experience managing suppliers and internal stakeholders across complex programmes.
• Ability to communicate priorities and business plans effectively while ensuring projects deliver to time, cost and quality.
• Background in Construction, Estates or Facilities.
• Public sector experience preferred.

Role: Commercial Manager

Pay Rate: Competitive Market day PAYE rate, with flexible holiday pay
Hours: 36.5 hours per week (Monday to Friday 0700-1600)
Length of Contract: 240 working days over 12-month period
Location: Porton Down, Salisbury
Working Arrangements: Officially 3 days per week onsite but happy with an average of 2 per week onsite. Must be flexible to business needs some weeks may be 4 days others may be 1 day a week.
Security Clearance: Active SC clearance

Commercial Manager

This is a commercially focused role requiring recent NEC 3/4 contracting experience, strong knowledge of public procurement regulations, and the ability to manage complex supplier and stakeholder relationships.

Key Requirements

Important

Candidates must have recent NEC 3/4 experience, ideally gained within the last 3–4 years. Older NEC experience alone will not be sufficient.
We are looking for someone whose recent experience directly aligns with construction, estates and facilities management, rather than broader experience in unrelated commercial functions.
