Job summary

3dpersonnels is seeking a Commercial Manager for their London and South business unit, based in Horsham with travel to South Coast projects. You will own the full commercial function across mid to large schemes, lead tendering, preconstruction activities, cost control and CVR reporting, and drive start‑up procedures on new contracts.

This is a senior role for a Quantity Surveyor moving into regional leadership, with turnover oversight above £10m per annum, NEC contract governance and autonomous

Qualifications

• Degree in Quantity Surveying or equivalent qualification.
• Experience with a large UK main contractor across a range of projects.
• Healthcare new build/refurbishment experience advantageous.
• Experience managing schemes turning over > £10m per annum.
• Knowledge of NEC forms of contract.
• Ability to work autonomously and influence at project/ regional level.

Responsibilities

• Lead all commercial aspects across a portfolio of mid to large new build and refurbishment projects.
• Support tendering, preconstruction and work winning processes, including preparation of commercial reports.
• Drive project commercial start up procedures on new job wins.
• Procurement of materials, offsite services and subcontract packages in line with policy.
• Carry out gap analysis between packages to ensure watertight subcontract procurement.
• Prepare invitations to tender, complete full tender evaluations and make award recommendations.
• Work with the supply chain to drive cost, quality and learning improvements.
• Maximise cash flow through valuations, applications for payment, invoicing and collection.
• Manage final accounts, variations, claims and disputes.
• Identify and drive out unnecessary cost and inefficiency.
• Produce CVR reports, forecasts and contribute to financial target setting.
• Identify project risk and opportunity early and ensure they are managed.
• Plan commercial resource across projects to meet changing demand.

The opportunity

I am working exclusively with a leading UK main contractor to appoint a Commercial Manager into their London and South business unit, based out of the Horsham office with a focus on their South Coast project portfolio.

This is a genuine step up role for a senior Quantity Surveyor or an established Commercial Manager who wants ownership of the full commercial function across a varied workload. My client delivers new build, refurbishment and fit out schemes with a strong pipeline in healthcare, alongside education, life sciences and commercial work. Project values sit in the mid to large range, with the successful candidate managing turnover in excess of £10m per annum.

What you will be doing

• Leading all commercial aspects across a portfolio of mid to large new build and refurbishment projects
• Supporting the tendering, preconstruction and work winning process, including preparation of commercial reports
• Driving project commercial start up procedures on new job wins
• Managing procurement of materials, offsite services and subcontract packages in line with company policy and the procurement programme
• Carrying out gap analysis between packages to ensure complete and watertight subcontract procurement
• Preparing inclusive invitations to tender, completing full tender evaluations and making recommendations to award
• Working with the supply chain to drive continuous improvement in cost, quality and shared learning
• Maximising cash flow through timely valuations, applications for payment, invoicing and collection
• Managing the prompt preparation and settlement of final accounts, including variations, claims and disputes
• Identifying, managing and driving out unnecessary cost and inefficient activity
• Producing accurate and timely CVR reports, forecasts and contributing to financial target setting
• Identifying project risk and opportunity early and ensuring both are actively managed
• Planning commercial resource across the projects to meet changing demand

What you will need

• A relevant qualification, typically a degree in Quantity Surveying
• Demonstrable experience with a large UK main contractor across a range of projects
• A background in healthcare new build and refurbishment would be a strong advantage
• Proven experience managing all commercial aspects on schemes turning over in excess of £10m per annum
• Strong working knowledge of NEC forms of contract
• The confidence to operate autonomously and influence at project and regional level
