The Role
Our public‑sector client is seeking an experienced Commercial Delivery Manager to support the establishment, mobilisation and ongoing operation of a new commercial delivery vehicle enabling access to specialist suppliers. This role is ideal for a proactive “do‑er” with strong commercial acumen, hands‑on contract management experience and the ability to work across complex stakeholder groups. Experience within digital commercial environments is highly desirable, though not essential.
You will play a key role in shaping commercial arrangements, commissioning outcome‑focused work packages, and ensuring suppliers deliver measurable value.
Key Responsibilities
- Lead the establishment, mobilisation and continuous improvement of commercial delivery vehicles and contract structures.
- Coordinate stakeholders across commercial, delivery and customer teams to support approvals, onboarding and launch activities.
- Design and govern outcome‑based, capacity‑based or flexible commercial models that enable evolving priorities while maintaining control of cost, risk and value.
- Translate customer problems into measurable outcomes, challenging resource‑based requirements where appropriate.
- Manage supplier relationships, monitor performance and drive continual improvement across contracted partners.
- Produce decision‑focused commercial reporting covering utilisation, spend, demand, supplier performance and delivery outcomes.
- Develop reusable templates, commissioning guidance and governance artefacts to support consistent commercial practice.
- Support issue resolution, risk escalation and contract review activities throughout the lifecycle.
You Will Need (Essential Requirements)
- Significant hands‑on experience establishing, mobilising and running commercial contracts or frameworks through their full lifecycle.
- Strong background in commercial, contract and supplier management, ideally within digital or professional‑services environments.
- Practical experience selecting and applying commercial models (outcome‑based, capacity‑based, output‑based or resource‑based).
- Proven ability to work with commercial teams and category management functions to design fit‑for‑purpose arrangements.
- Excellent stakeholder‑management skills with the ability to influence senior decision‑makers and operate independently.
Desirable Experience
- Experience working with digital delivery organisations or DDaT‑aligned suppliers.
- Knowledge of flexible charging models such as service‑points or managed‑service structures.
- Strong understanding of Defence or wider public‑sector commercial frameworks and procurement routes.
- Professional commercial qualifications (WorldCC, CIPS, GCF accreditation or equivalent).
- Experience producing commercial governance reporting and management information.
