Job summary

Dŵr Cymru Welsh Water is seeking a Commercial Intelligence Specialist to help shape procurement decisions across the business. You will gather and interpret market intelligence, assess market conditions, and provide evidence-based insights to support investment and sourcing strategies.

Qualifications

  • Degree level or equivalent in a commercial, analytical, economics, data or procurement‑related discipline.
  • CIPS membership or working towards accreditation (desirable).
  • Experience of supply market understanding or demand planning within a procurement or commercial environment.

We're looking for a Commercial Intelligence Specialistto help us better understand the markets we operate in, anticipate future opportunities and challenges, and support informed procurement decisions across the business.

This is an exciting opportunity to combine analytical thinking, market insight and commercial understanding to support strategic decision-making. Working closely with procurement teams, suppliers and stakeholders across the business, you'll gather and interpret market intelligence, identify emerging trends and risks, and provide the evidence and insights needed to guide future investment and sourcing decisions.

What You'll Do

Tasks

Commercial Intelligence Specialists (Leads) deliver and disseminate deep commercial intelligence grounded in a strong understanding of the markets in which Welsh Water operates. The roles apply market knowledge, supplier insight and commercial judgement to generate intelligence that is trusted, relevant, well evidenced and used.

Through the interpretation of intelligence from a wide range of sources, the roles shape the enterprise wide understanding of demand and commercial priorities, ensuring planning and decision making are informed by a robust view of market conditions, supply dynamics and commercial risk.

  • Interpret demand signals across procurement activity to identify emerging commercial pressures, trends and priorities.
  • Combine demand insight and commercial intelligence to maintain a clear, evidence-based understanding of current and emerging business requirements.
  • Use insight to help inform future business decisions, identifying howpatterns and market conditions may influence planned procurement activity.
  • Maintain awareness of changing business and market conditions, identifying areas that may require further analysis, clarification or escalation.
  • Deliver high-quality commercial intelligence that enhances understanding of the markets in which Welsh Water operates.
  • Develop and maintain knowledge of priority supplier markets and the factors influencing their performance and dynamics.
  • Draw upon a range of internal and external sources to develop, maintain and refresh market and supplier intelligence.
  • Identify emerging market conditions, constraints, risks and opportunities, and communicate their potential implications to stakeholders.
  • Apply sound commercial judgement when assessing complex, uncertain or incomplete information.
  • Produce intelligence outputs that are clear, evidence-based and focused on supporting informed decision-making.
  • Present market and commercial intelligence in formats that are accessible, relevant and tailored to different audiences.
  • Maintain commercial and market intelligence outputs in accordance with agreed processes, standards and reporting schedules.

About you

The following are essential requirements for the recruitment of the role:

Qualifications

  • Degree level or equivalent experience in a commercial, analytical, economics, data or procurement‑related discipline
  • Member of the Chartered Institute of Procurement & Supply (CIPS) or working towards accreditation (desirable)

Experience

  • Experience of supply market understanding or demand planning within a procurement or commercial environment

Knowledge & Skills

  • Working knowledge of market analysis, supply chain intelligence, cost drivers and commercial risk signals
  • Sound communication and stakeholder engagement skills
