Reportingto the Director of Community Services, the lead GP must work with the UTCclinical manager, taking responsibilityand being accountable for all aspects of the UTC and its performance, includingthe delivery of operational KPI's and financial management ensuring that a safeand effective patient service is always delivered, in line with national andlocally agreed standards ensuring effective and efficient use of resources.
Tolead and develop a culture of continuous improvement across the UTC service
Tolead the clinical governance agenda within the service and ensure appropriategovernance arrangements are in place ensuring that the UTC Clinical Managerunderstands delegated authority to assist in this too.
Tolead on and respond to audits, incidents and complaints and ensure learning isembedded in the service
PML is a successful not-for-profit, GP-led organisation providing various NHS community and primary care clinical services to patients across Oxfordshire and Northamptonshire. LeadGP - Urgent Treatment Centre
Two administrative sessions per week with the option for up to 2 further sessions working in a clinical capacity within the Urgent Treatment Centre.
We areseeking a strong and values driven lead General Practitioner (GP) to join ourUrgent Treatment Centre; whilst working alongside fellow GP's, and AdvancedPractitioners (APs) we expect the post holder to deliver and meet the NHS UTCStandards as we continue our commissioning model.
Workingalongside the UTC Clinical Manager, the Lead GP needs to have a high-qualityagenda in order to lead on clinical pathways and standards, lead on clinicalgovernance, audits and professional development of the UTC GPs and APs,alongside ensuring financial governance and value for money.
One ofthe aims of PML is to develop the UTC as a learning environment for doctors intraining and APs and are seeking an enthusiastic and skilled educationalist totake this forward.
Weexpect the post holder to have a full understanding of the UTC environment.This is an excellent opportunity for an established GP to further developclinical management and leadership experience in a multi-professional setting.You will have a track record of excellence in care delivery, have experience ofleadership and change in a related setting.
The Clinical Lead for UTC
As Clinical Lead forthe UTC, you will oversee delivery and drive development with a clear focus oncontinuous improvement of the patient experience. You will be responsiblefor:
MAIN RESPONSILITIBTIES:
With theDirector of Community Services, lead the UTC team taking responsibility andbeing accountable for all aspects of the UTC and its performance, including thedelivery of operational KPIs and financial management.
Workingclosely with the UTC clinical Manager, ensuring that a safe and effectivepatient service is always delivered, in line with national and locally agreedstandards ensuring effective and efficient use of resources.
Tofacilitate delivery of objectives in partnership with colleagues.
To leadand develop a culture of continuous improvement across the UTC service.
To leadthe clinical governance agenda within the service and ensure appropriategovernance arrangements are in place.
To leadon and respond to audits, incidents and complaints and ensure learning isembedded in the service.
To leadon issues relating to the medical workforce, this will include takingresponsibility for recruitment, retention, job planning, absence management andthe appraisal process.
Activelysupport the rota and medical staffing to ensure safe staffing levels across theUTC
Toactively manage sickness of all medical colleagues and facilitate return towork and wellbeing conversations.
Toensure improvements against CQC inspections, Audits and learning events areembedded and promoted within the UTC service and across the Trust.
Toensure all medical colleagues of all grades meet their full potential and haveannual appraisals.
Tocontribute to clinical networks both internal and external to the Trust asrequested to do so in conjunction with the Director of Community Services.
Toensure that the UTC manages its income and expenditure budget within target andensures optimum financial performance including identification and achievementof cost saving programme.
Tooperate within the required behaviours and values of PML.
Leadby example in the delivery of the teams performance.
PROFESSIONAL/CLINICALRESPONSIBILITIES:
Clinical Assessment:Provide high-quality clinicalcare to patients presenting with a wide range of urgent medicalconditions.
Patient Care: Provide high-quality clinicalcare to patients presenting with a wide range of urgent medicalconditions.
Emergency Management: Manage and treat minor injuriesand illnesses, ensuring timely and effective intervention.
Referral and Follow-Up: Make referrals to specialistservices as needed and ensure appropriate follow-up care is arranged.
Patient Education: Offer health education andpreventive care advice to patients and their families.
Record Keeping: Maintain accurate and up-to-datepatient records in line with NHS standards and protocols.
Collaboration: Work collaboratively with amultidisciplinary team, including nurses, allied health professionals, andadministrative staff, to deliver integrated care.
Quality Improvement: Participate in qualityimprovement initiatives and contribute to the development of bestpractices within the UTC.
Compliance: Ensure compliance with clinicalguidelines and protocols to provide safe and effective patient care.
Continuing Education: Ensure all UTC GPs and ACPsstay current with medical advancements, guidelines, and best practicesthrough continuous professional development.
Lead on job planning for medical staff within the UTC

Leadership: provide medical leadership to clinical care, team working, education and training, and refer to theMedical Director on any Professional matter.
