Civil Engineering Manager

Location: Scotland

Role Purpose

We are seeking an experienced and forward-thinking Civil Engineering Manager to lead the technical delivery of projects across our civil engineering portfolio, focusing on structural asset management and civils examination for major infrastructure clients. This role is key in ensuring the safety, sustainability, and longevity of the UK’s infrastructure through effective inspection, reporting, and engineering leadership.

As the primary technical authority, the Civil Engineering Manager will ensure all engineering solutions meet contractual, regulatory, and technical standards. The role also promotes sustainable, low-carbon engineering approaches and contributes to tenders and project development.

Key Responsibilities

  1. Engineering Leadership
  • Lead technical delivery of civil engineering projects, especially in structural asset management and examinations.
  • Embed sustainability across the project lifecycle, emphasizing low-carbon materials and energy-efficient solutions.
  • Collaborate with clients, subcontractors, and stakeholders to meet project, safety, and environmental goals.
  • Provide mentorship and technical guidance to engineering teams.
  • Deliver briefings, technical training, and competency assessments.
  • Manage a team of engineers and technical staff.
  • Sustainable Engineering Solutions
    • Drive sustainable design and construction practices.
    • Implement circular economy principles and promote environmental protection.
    • Develop innovative engineering processes for efficiency and consistency.
    • Ensure compliance with Network Rail and industry standards.
    • Include sustainability in tender documentation and project methodology.
  • Tendering & Pre-Construction Support
    • Support bid teams in creating competitive, sustainable technical submissions.
    • Contribute to method statements, risk assessments, and sustainability strategies.
    • Identify engineering risks during tendering and propose sustainable solutions.
    • Represent engineering capabilities during bidding.
  • Technical Assurance
    • Lead assurance processes for quality delivery.
    • Conduct standards reviews and risk assessments to enhance sustainability.
    • Ensure compliance with standards and legislation.
    • Maintain engineering documentation to high standards.
    • Act as CEM/CRE as needed and lead internal audits.
  • Project Delivery
    • Coordinate with Contract Managers to align engineering with project timelines and budgets.
    • Oversee civils examination works ensuring quality standards.
    • Engage stakeholders for smooth project execution.
    • Monitor progress and implement risk mitigation.
  • Compliance & Safety
    • Uphold safety, environmental, and engineering standards.
    • Review safety documentation such as CPPs and WPPs.
    • Promote safety and environmental awareness.
    • Ensure adherence to policies.
  • Stakeholder Engagement
    • Represent the business in technical forums and client meetings.
    • Build relationships with clients, regulators, and communities.
    • Advise clients on structural and ecological compliance.
  • Reporting & Documentation
    • Produce engineering reports and sustainability metrics.
    • Track carbon reductions and environmental impacts.
    • Maintain records of engineering changes and competencies.

    Skills & Qualifications

    Essential:

    • Bachelor's degree in Civil Engineering (Master’s preferred)
    • Chartered Engineer (CEng) with a recognised body (e.g., ICE)

    Desirable:

    • Experience in construction, geotechnical, or infrastructure sectors
    • Familiarity with HSQE systems and standards
