Job summary

CSR Ltd in Northern Ireland seeks a Technical Submissions Manager / Civil Engineer to shape early-stage bids. You will translate engineering concepts into compelling technical submissions and coordinate with estimators, planners and design specialists to win major contracts.

You'll bring civil engineering expertise, strong written reporting, and a practical delivery mindset to pre-construction. Hybrid working and generous remuneration are offered.

Qualifications

• A degree in Civil Engineering or related discipline.
• Experience working in a civil engineering environment with exposure to construction delivery and/or tendering.
• Understanding of construction techniques, methodologies and risk management.
• Experience producing technical reports or written engineering documentation.
• Ability to explain complex engineering solutions clearly to both technical and non-technical audiences.
• Understanding of design coordination and value engineering.
• Strong organisational skills and ability to manage competing priorities and deadlines.
• Knowledge of marine, rail, bridge, road or flood alleviation projects would be beneficial.

Responsibilities

• Develop clear, concise technical submissions covering construction methodologies, sequencing, programme strategy and risk mitigation.
• Review tender documentation to identify technical challenges, opportunities and innovative solutions.
• Collaborate with estimators, planners, designers, technical specialists, operations teams and supply chain partners to develop practical, buildable and competitive proposals.
• Contribute to tender submissions and ECI/pre-construction services.
• Attend site visits to assess logistics, access, phasing and construction requirements.
• Support client presentations and post-tender interviews, explaining proposed engineering solutions and delivery strategies.
• Coordinate technical input, supporting drawings, logistics plans and construction methodology diagrams.
• Prepare supporting pre-construction documentation including risk registers and Construction Environmental Management Plans (CEMPs).
• Help coordinate tender queries, client responses and technical updates to ensure submissions are accurate and complete.
• Share lessons learned and best practice to continually improve future bids.

Technical Submissions Manager/ Civil Engineer

Are you an experienced Civil Engineer looking to take your career in a new direction? Perhaps you're ready to move away from a purely site-based role and use your engineering expertise to influence major projects before construction even begins. CSR with a leading Tier One Civil Engineering Contractor to recruit a Technical Submissions Manager to join its Pre-Construction team. This is an excellent opportunity for a Civil Engineer who understands how projects are delivered on site and wants to play a key role in shaping innovative, practical and commercially competitive solutions that help secure major contracts.

What will you be doing?

Working closely with the Bid Director and the wider Pre-Construction team, you'll help transform engineering concepts and construction expertise into compelling technical submissions that give the business a competitive edge.

• Developing clear, concise technical proposals covering construction methodologies, sequencing, programme strategy and risk mitigation.
• Reviewing tender documentation to identify technical challenges, opportunities and innovative solutions.

What are we looking for?

We're keen to speak with Civil Engineers who combine strong technical knowledge with practical construction experience and an interest in developing solutions at the earliest stages of a project.

You'll ideally have:

• A degree in Civil Engineering or a related discipline.
• Experience working in a civil engineering environment, with exposure to construction delivery and/or tendering.
• A sound understanding of construction techniques, methodologies and risk management.
