Job description
Role Purpose

We are seeking a dynamic and experienced operational leader to manage the Civic Hub—a landmark, multi-purpose venue that integrates civic, commercial, and cultural functions. This high-profile facility is a cornerstone of the borough’s regeneration strategy and will serve as a vibrant space for residents, businesses, and visitors.

As the operational lead, you will ensure the Hub opens successfully and operates seamlessly from day one. This is a hands-on, facilities-focused role requiring strong leadership, technical expertise, and a commitment to excellence in service delivery.

Responsibilities
  • Oversee all aspects of facilities and operational management, including maintenance, cleaning, security, technical services, and statutory compliance.
  • Ensure the building is safe, accessible, and fully functional, with robust systems for daily operations, emergencies, and contingency planning.
  • Build and lead high-performing teams, fostering a culture of professionalism, inclusion, and customer service.
  • Manage operational and staffing budgets, ensuring financial accountability and alignment with council regulations.
  • Support the delivery of diverse programming, including events, conferences, weddings, and cultural activities, ensuring all technical and facilities needs are met.
  • Champion accessibility and inclusion, working closely with the Disabled Resident Team to ensure the Hub is “ruthlessly accessible.”
  • Collaborate with council departments, tenants, commercial partners, and community stakeholders to ensure smooth and coordinated operations.
  • Monitor performance, set KPIs, and uphold high standards across all services and facilities.
Requirements
  • Proven experience managing complex, multi-use facilities or high-value operational projects.
  • Strong background in facilities management within civic, commercial, or cultural environments.
  • Expertise in health and safety, compliance, and accessibility.
  • Skilled in budgeting, team leadership, and contractor management.
  • Resilient and adaptable, with the ability to lead in a fast-paced, high-profile setting.
  • Excellent stakeholder management skills, with experience working across political, commercial, and community sectors.
  • Degree-level qualification or equivalent experience, with relevant professional development in operations or facilities management.
