Role Overview

The Group CTIO will provide strategic and operational leadership across Lyca’s technology and information functions, focusing on telecommunications (MVNO/MNO) and strategic alignment for emerging verticals: fintech, travel, and healthcare.

The successful candidate will architect and drive Lyca’s global technology roadmap, ensuring the delivery of scalable, secure, and innovative platforms that support growth, customer satisfaction, and operational efficiency.

Key Responsibilities

Major Ownership – MVNO / MNO

  • Define and execute the global network and IT strategy for MVNO/MNO operations across multiple geographies (Europe, Asia, Africa).
  • Lead management of core network architecture, IMS, BSS/OSS systems, HLR/HSS, and billing.
  • Oversee Roaming, Interconnect, SIM provisioning, RAN integration, and SLA compliance.
  • Lead technology evolution planning: eSIM, 5G/VoLTE/VoWiFi, cloud-native telecom, and private mobile networks.
  • Ensure regulatory compliance (e.g., Ofcom, GDPR) and align with country-specific telecom policies.
  • Manage vendor relationships with Ericsson, Nokia, Mavenir, Huawei, and cloud providers (AWS/Azure).
  • Drive IT transformation and automation (DevOps, CI/CD, RPA, AIOps).
  • Own cybersecurity governance, ensuring risk controls, data integrity, and continuity planning.

Minor Ownership – Fintech

  • Support fintech product team with secure payment platforms, mobile wallets, and AML/KYC infrastructure.
  • Align fintech architecture with security, data, and compliance policies (PCI-DSS, PSD2).
  • Guide tech integrations between telecom billing and digital financial services (e.g., airtime lending, mobile banking).

Minor Ownership – Travel

  • Oversee travel platforms including B2B/B2C booking engines, GDS/API integrations, and customer experience systems.
  • Ensure scalability and performance of digital infrastructure supporting global travel operations.
  • Advise on deploying digital health platforms, teleconsultation systems, and health data management frameworks.
  • Ensure systems are interoperable, secure, and compliant with healthcare data standards (e.g., HIPAA, NHS DSP Toolkit).

Strategic Leadership

  • Serve as a key member of the Executive Leadership Team, contributing to business strategy and M&A.
  • Lead a global team of technology leaders, architects, cybersecurity experts, and IT operations teams.
  • Manage multi-million-dollar global IT budgets and transformation programs.
  • Spearhead digital innovation using AI/ML, blockchain, IoT, and edge computing.
  • Partner with business leaders to develop customer-centric technology strategies that accelerate growth.

Requirements

Qualifications

  • Bachelor’s or Master’s degree in Engineering, Telecommunications, Computer Science, or related field. MBA is a plus.
  • 15+ years in technology leadership roles, including CIO/CTO/CTIO roles in telecom (MVNO/MNO).
  • Proven experience in multi-country telecom deployments, BSS/OSS transformation, and network evolution.

Core Competencies

  • Deep knowledge of core mobile networks, cloud-native architectures, and digital platforms.
  • Strong understanding of regulatory frameworks, including telecom compliance, fintech licensing, and healthcare data privacy.
