Job description

Chief Projects Officer

Location: Plymouth (hybrid working, with travel to Exeter office & customer sites)

About the Role

As our Chief Projects Officer (CPO), you will play a vital role in driving the successful delivery of a diverse and complex portfolio of projects across multiple organisations. This executive leadership position is your opportunity to help shape the future of shared services across the region, ensuring projects deliver both for our customers and the wider community.

Reporting directly to the CEO and acting as a core member of the Delt leadership team, the CPO will lead our Project Management Office (PMO), embedding best practices, inspiring high performance, and ensuring we meet or exceed expectations every step of the way.

Key Responsibilities

  • Oversee the end-to-end delivery of a varied portfolio of projects across multiple clients and service areas.
  • Contribute to strategic and financial planning as a key member of the leadership team.
  • Identify and pursue commercial opportunities aligned with Delt’s mission.
  • Collaborate with clients’ portfolio functions to align delivery with broader organisational goals.
  • Ensure projects are delivered on time, within budget, and to a high quality, with clear communication of any risks or deviations.
  • Support smooth operational transition of completed projects into Delt’s service delivery teams.
  • Standardise project management approaches, processes, and toolsets to enable effective reporting and informed decision-making.
  • Lead and coach the PMO team to maintain high standards and deliver consistently excellent outcomes.
  • Work alongside finance and resource leads to embed effective budgeting and estimation practices.
  • Champion and implement frameworks and methodologies that improve project success, reduce delivery risk, and increase value to customers.
  • Define and track KPIs to continuously improve performance and delivery effectiveness.

What We’re Looking For

  • Proven experience leading programme/project teams and managing complex portfolios across multiple stakeholders.
  • Strong understanding of project and programme management methodologies, governance, risk management, and benefits realisation.
  • Excellent interpersonal and leadership skills, with the ability to challenge and collaborate across organisational boundaries.
  • Demonstrable ability to create and manage commercial and operational project opportunities.
  • Professional certifications such as P3O Practitioner, Prince2, or APM Practitioner (or equivalent experience).
  • Experience working in an ITIL-aligned environment.
