This is a unique opportunity to lead health and social care services in the Highlands through a period of transformation. Highland HSCP has agreed to re-examine its lead-agency model, alongside national developments that focus on shifting the balance of care and improving standards and consistency. Navigating this changing landscape requires an engaging and inspiring leader, able to balance risk with innovation while working in partnership.
As Chief Officer, you will embrace the distinct challenges and opportunities presented by the Highlands' geography and rural nature, including the development of a new vaccination delivery model and potential co-location with other agencies. Above all, you will be passionate about improving people's outcomes and experiences of care in the Highlands.
You will provide leadership in strategic planning, operational management, and commissioning of services across the partnership. You will drive transformational change locally and regionally in collaboration with key stakeholders across the health and social care system, NHS Boards, and Integration Joint Boards. The role demands exceptional skills and a strong focus on delivering high standards of health and care. We expect you to be an accomplished and credible leader—someone who is naturally engaging and can inspire and motivate staff to work in new and collaborative ways. Resilience in an environment of challenge, uncertainty, and change is essential, as this role offers a platform for innovation and shaping the future.
Our ideal candidate will have a proven track record as a strategic leader and senior manager in complex environments, with experience managing large teams and resources. Significant financial management, workforce, strategic planning, risk management, and experience working with inspection agencies at a senior or director level are essential. An understanding of market approaches and strategic commissioning is also important. As a compassionate and skilled leader, you will foster a positive environment through shared decision-making and collective leadership, with a passion for building professional excellence and achieving high-quality outcomes.
The post oversees a budget of approximately £478m and an establishment of 3,691 WTE staff.
The candidate must be able to combine strategic leadership with effective operational management, working with multiple agencies and stakeholders to develop a whole-system approach to improving population health. Recognizing the importance of addressing wider determinants of health alongside high-quality health and social care provision is crucial.
This challenging and rewarding role requires regular travel across the Highland region to connect with communities. Hybrid working is routine, with expected routine access to NHS Highland and Council headquarters in Inverness.
