Job Description:

This is a unique opportunity to lead health and social care services in the Highlands through a period of transformation. Highland HSCP has agreed to re-examine its lead-agency model, alongside national developments focusing on shifting the balance of care and improving standards and consistency. Navigating this landscape requires an engaging and inspiring leader, able to balance risk with innovation while working in partnership.

As Chief Officer, you will embrace the challenges and opportunities presented by the Highlands' geography and rural nature, including developing new vaccination delivery models and potential co-location with other agencies. You will be passionate about improving people's outcomes and experiences of care in the Highlands.

You will provide leadership in strategic planning, operational management, and commissioning of services across the partnership. You will drive transformational change locally and regionally, collaborating with key colleagues across the health and social care system, NHS Boards, and Integration Joint Boards. This role demands exceptional leadership skills and a focus on high standards of health and care. We seek an accomplished leader who can inspire and motivate staff to work collaboratively, and who is resilient in an environment of challenge and change—an opportunity to shape the future.

The ideal candidate will have a proven track record as a strategic leader and senior manager in complex environments, managing large teams and resources. Essential experience includes financial management, workforce development, strategic planning, risk management, and working with inspection agencies at a senior level. Knowledge of market and strategic commissioning approaches is also important. As a compassionate leader, you will foster a positive environment through shared decision-making and collective leadership, committed to professional excellence and high-quality outcomes.

As leader of Highland Adult Health & Social Care Services, you will oversee a budget of approximately £478 million with 3,691 WTE staff.

You will need to combine strategic leadership with effective operational management, working with multiple agencies and stakeholders to develop a whole-system approach to improving population health. Recognizing the importance of addressing wider social determinants of health, your role will be vital in ensuring high-quality health and care services for Highland communities.

This challenging and rewarding role involves regular travel across the scenic Highland landscape to connect with communities. Hybrid working is standard, with routine access to NHS Highland and Council headquarters in Inverness.
