This is a unique opportunity to lead health and social care services in the Highlands through a period of transformation. Highland HSCP has agreed to re-examine its lead-agency model, alongside national developments that focus on shifting the balance of care and improving standards and consistency. Navigating this changing landscape requires an engaging and inspiring leader, able to balance risk with innovation while working in partnership.
As Chief Officer, you will embrace the distinct challenges and opportunities presented by the Highlands' geography and rural nature, including the current development of a new model for vaccination delivery, and the potential to co-locate with other agencies. Above all, you will be passionate about improving people's outcomes and experiences of care in the Highlands.
You will provide leadership in strategic planning, operational management and the commissioning of wider service provision across the partnership. You will take forward transformational change locally and regionally in collaboration with key colleagues across the Health & Social Care system of care and neighbouring NHS Boards/Integration Joint Boards. It’s a role that demands exceptional skills and a strong focus on delivering high standards of health and care. We expect that you will already be an accomplished and credible leader – someone who is naturally engaging and who can inspire and motivate staff to work in new and collaborative ways. You will need to be resilient in an environment of challenge, uncertainty and change - this is itself a platform for innovation and an opportunity to shape the future.
Our ideal candidate will come to the role with a proven track record as a strategic leader and senior manager in a complex environment; with proven experience in the management of multi-faceted teams and resources of significant scale. Significant financial management, workforce, strategic, risk and planning experience are essential, as well as experience of working with inspection and scrutiny agencies at a senior or Director level. An understanding of the market and strategic commissioning approaches will also be important. As the leader of the Highland Adult Health & Social Care Services, the post holder will oversee a budget of approximately £478m with an establishment of 3,691 wte.
The ideal candidate needs to be able to combine strategic leadership of the health and social care services with robust and effective direction of operational services. Working with multiple agencies and stakeholders will be essential to developing a whole system approach to improving population health, recognising we need to work collectively to impact on the wider determinants of health as well as ensuring high quality health and care provision for our communities across Highland.
This role is challenging and rewarding with regular travel across the beautiful scenery and landscapes of the Highland area required to ensure the postholder connects with and understands the communities we serve. Hybrid working is a routine way of working given the large geography we cover; however it is anticipated that the postholder will be located with routine access to the NHS Highland and Council headquarters in Inverness expected.
