Job description

This is a unique opportunity to lead health and social care services in the Highlands through a period of transformation. Highland HSCP has agreed to re-examine its lead-agency model, alongside national developments that focus on shifting the balance of care and improving standards and consistency. Navigating this changing landscape requires an engaging and inspiring leader, able to balance risk with innovation while working in partnership.

As Chief Officer, you will embrace the distinct challenges and opportunities presented by the Highlands' geography and rural nature, including the development of a new vaccination delivery model and potential co-location with other agencies. Above all, you will be passionate about improving people's outcomes and experiences of care in the Highlands.

You will provide leadership in strategic planning, operational management, and commissioning of services across the partnership. You will advance transformational change locally and regionally in collaboration with key colleagues across the health and social care system, NHS Boards, and Integration Joint Boards. This role demands exceptional skills and a strong focus on delivering high standards of health and care. We seek an accomplished, credible leader who is engaging and can motivate staff to work collaboratively in a changing environment. Resilience in facing challenges, uncertainty, and change is essential, as this role offers an opportunity to shape the future.

Our ideal candidate will have a proven track record as a strategic leader and senior manager in complex environments, with experience managing large, multifaceted teams and resources. Significant financial management, workforce, strategic planning, risk management, and experience working with inspection and scrutiny agencies at a senior or director level are essential. An understanding of market and strategic commissioning approaches is also important. As a compassionate leader, you will foster a positive environment through shared decision-making and collective leadership, with a passion for building professional excellence and achieving high-quality outcomes.

The post holder will oversee a budget of approximately £478m and an establishment of 3,691 WTE as the leader of Highland Adult Health & Social Care Services.

You will need to combine strategic leadership with effective operational management, working with multiple agencies and stakeholders to develop a whole-system approach to improving population health. Recognizing the importance of addressing wider determinants of health, you will ensure high-quality health and care services for communities across Highland.

This challenging and rewarding role involves regular travel across the scenic Highland area to connect with and understand the communities served. Hybrid working is routine, with expected routine access to NHS Highland and Council headquarters in Inverness.
