PVG Membership Requirement

Roles requiring PVG membership are subject to a cost deduction from the first full month's salary, effective from 1 April 2023. This applies to roles with a full-time equivalent salary of £30,000 and above, including teaching roles and jobs at Grade 11 and above. The Council will initially pay for the PVG membership, which costs £18 for existing members and £59 for non-members.

Job Purpose and Role

This position leads and delivers the Council’s General Fund Capital Programme, including the City Centre Masterplan, City Region Deal, and Housing Revenue Account (HRA) Capital Programme. Responsibilities include managing professional services, ensuring statutory compliance, and internal governance. The role reports to the Director – City Regeneration & Environment and involves collaboration with key stakeholders and internal teams.

Key Relationships

The role requires strong relationships with various Chief Officers and other stakeholders, including the Chief Officer - Finance, City Development & Regeneration, Strategic Place Planning, and others.

Minimum Requirements

• Relevant professional qualification and/or experience in managing large capital programmes.
• Evidence of Continuous Professional Development.

Demonstrable Skills and Experience

• Extensive experience in managing capital programmes, strategic policy development, and service transformation.
• Experience in managing consultation forums and trade union relationships.
• Risk management skills, negotiation, and influencing abilities.
• Innovative use of technology in service delivery.
