East Dunbartonshire Citizens Advice Bureau (EDCAB) based in Kirkintilloch, is an independent and innovative advice organisation providing holistic advice and support to local residents.

Position: Chief Officer

As Chief Officer you will be responsible for providing leadership to our organisation, including staff and volunteers, and ensure that the bureau meets its strategic and financial objectives. You will build and maintain relationships with key stakeholders, represent EDCAB at local and national level and secure funding to support the delivery of services. Experience in managing budgets, strategic planning and excellent interpersonal skills are essential.

Position: Finance Director

The Finance Director ensures that financial control systems, reports and decisions are robust, accurate and comply with legal and regulatory requirements. The Finance Director is an officer of the Board and cannot be a paid employee of the CAB. Responsibility for day-to-day financial management is delegated to the Chief Officer with designated responsibility for financial duties.

Duties and Responsibilities:

  • Ensuring Board members are aware of their financial responsibilities with sufficient understanding of the CAB’s financial systems, policies and reports to enable effective Board decision-making.
  • Presenting financial information and reports to Board meetings, General Meetings, strategic review and planning exercises or other meetings as needed.
  • Guiding and advising the Board in their consideration of budgets, accounts, financial statements, financial procedures and other financial issues, including the financial implications of the strategic and project plans.
  • Chairing meetings of the financial subgroup and participating in finance-related meetings (e.g. with funders, financial institutions, auditors, etc.).
  • Having a good understanding of bureau financial systems, policies and controls, ensuring these are robust and appropriate for safeguarding CAB resources.
  • Liaising with the Chief Officer and Chair on tasks including drafting budgets, monitoring income and expenditure, reporting to the Board and other stakeholders and updating financial systems and policies.
  • Ensuring that accounts are prepared at year-end and participating actively in the annual audit or external examination of accounts process.
  • Ensuring adherence to SORP 2015 and other legal and regulatory requirements.
  • Making sure annual accounts are submitted to the Office of the Scottish Charity Regulator (OSCR), Companies House and funders within required deadlines.
  • Recommending to the Board when external financial advice is required.

We ask our Trustees to commit to around 50 hours per year as a minimum, broken up into attending quarterly Board meetings, attending our AGM, participating in training/development and involvement in sub-committees and working groups. We are keen to continue a hybrid model of governance, combining face-to-face meetings with use of email and Teams for collaboration and discussion. In return, you will be helping shape and govern a service that is committed to supporting the local community.

Position: Benefits & Debt Advisers

Applications are invited for experienced Benefits & Debt Advisers to advise on benefits, income maximisation, debt management and sustaining accommodation. The successful applicants will form part of a team working from base and in other locations within the city.

It is essential to have a thorough knowledge of the benefits system, income maximisation and some experience of debt management to Type II. A proven record of case work in Money Advice with vulnerable clients is required. Familiarity of the voluntary sector would be an advantage.

The post holders will be expected to deal effectively and efficiently with clients, maintain full case records, statistics and reports on activities.

Position: Lay Representation Service

The Lay Representation Service improves access to justice through the delivery of a high-quality free advice and representation service for people seeking assistance with mortgage repossession, rent arrears and sequestration within Hamilton and Lanark Sheriff Courts.

You will have experience of managing a busy public facing multi-channel advice service with quality and care for our citizens at its heart. You will be an experienced lay representative within a civil court environment, an excellent communicator, and team player, confident decision-maker with the ability to adapt and respond to challenging situations. As a member of our Management Team, you will lead on Housing advice and training. Our staff are our strongest asset so their wellbeing matters. You will ensure that your team are supported and nurtured.
