Job summary

The Trust (CWPT) has procured a new Electronic Patient Record (EPR) which will enable seamless, integrated care across the Trust and improve the safety, efficiency and quality of care. The Chief Nursing Information Officer will provide overarching clinical leadership for the EPR programme, Trust wide digital innovation and all current digital systems related to clinical delivery. They will lead and promote clinical engagement, support user centered design, support clinical safety activities and raise the profile of the digital innovation and EPR programme to ultimately ensure systems are safe, underpin quality, improve clinician and patient experience and drive efficient delivery of care. The post holder will be responsible for working collaboratively with clinicians across the organisation to ensure patient and clinical involvement in the planning, development, delivery, training, and evaluation of the new EPR; whilst also championing the use of digital as an enabler of change and quality improvement.

Main duties of the job

The Trust is seeking a candidate with the following specific level of experience.

This role will work with internal, regional, and national colleagues at a senior level to develop thinking around the ethical, privacy and moral impacts of digital tools and practice development for the delivery of care. They will liaise with professional bodies, research organisations, universities, NHSD/E/I, clinicians, industry partners, SIROs, Caldicott Guardians etc in developing this thinking and translating this in a process of digital transformation to develop our services. They are required to communicate effectively with a wide range of stakeholders, including patients, clinicians, and senior management. They will be expected to work closely with colleagues across the NHS, as well as external partners, to deliver high-quality services.

Job responsibilities

To develop and communicate clear, strategic positioning and vision of the Trusts EPR clinical systems programmes within the Trust, local and wider health economy.

To champion the strategic value of effective clinical digital transformation ensuring that in practice the principles adopted will enhance the clinical objectives of the organisation as an enabler for safe and effective care.

To deputise for the Director of Digital when necessary and contribute to the CWPT digital management team and take responsibility for other areas/departments within digital as required.

To instigate managerial, clinical and operational engagement across the Trust and key stakeholders across the local health community to define health clinical digital transformation requirements and contribute to the wider strategy.

Work with the Clinical Digital Transformation Team to ensure that the technology solutions delivered meet clinical needs and priorities, and that the views of clinicians are central to development.

To represent the Trusts operational requirements and business needs on a national and local basis, particularly regarding the planning, developing and implementing of new initiatives.

Provide a strategic clinical view and contribute in the development of requirements and achievement for funding and other tender bids, jointly presenting to panel when required.

Lead on specific projects, supported by the clinical digital transformation team and directorate teams, where clinical input is crucial to their success.

Work with the Clinical Digital Transformation Team, The Chief Operating Officer and Chief Medical Officer to ensure mechanisms are in place to ensure clinician adoption of ICT and information systems. Ensuring engagement with clinicians to increase awareness of how IT can benefit clinical practice and patient care.

Promote innovation and champion the development of an information culture that drives continuous clinical and business improvement across the organisation.

Provide clinical overview and expertise to the design and development of information systems.

Ensure that proposed clinical digital developments will be effective in improving clinical practice and patient care outcomes, whilst adhering to professional and informatics standards.

Monitor regional, national, and international development of health informatics and informatics standards and apply best practice within the organisation.

Work closely with the Executive team; to advise on implications of national and local informatics policy/strategy development from a clinical perspective ensuring IT, information, systems and clinical perspectives are drawn together in the Trusts strategies.

Ensure that structures are in place to monitor effective and valid information flows within health care systems which are necessary for the delivery of clinical care.

Strive to enhance others contributions and to promote leadership, nurturing capability and continuing professional development.

Provide operational/clinical view in developing clinical digital transformation Business Cases and present these jointly to approval groups or committee for resource allocation and setting appropriate priorities.

Responsible for the clinical benefits of clinical digital developments identifying impacts and providing relevant mechanisms for the on-going monitoring of said benefits.

Support the management of Clinical Quality and Equality Impact Assessments associated with clinical digital developments ensuring that relevant significance of risks is recorded and that mitigations are in place.

Lead on ensuring the professional development of nurses and midwives in the use of digital Technologies.

Ensure a robust network of Clinical Safety Officers is in place ensuring regular reviews and assessments ensuring good clinical safety for all digital systems and services.

Qualifications
Essential
  • Nursing professional degree qualification (e.g. medical practitioner, nursing, allied healthcare professional)
  • Registered as a clinical professional with the, NMC, or equivalent professional registration body
  • Masters degree or equivalent senior level experience
Knowledge
Essential
  • Currently working in a mental/physical health clinical role
  • Active involvement in at least one major informatics programme to improve patient care in the last three years
  • Proven ability to engage effectively with a broad range of stakeholders within and outside the organisation and in a multi- professional environment
  • Clinical leader for a major ICT implementation project
  • Successful influencer and negotiator with the ability to persuade clinicians to engage with and implement and embed change.
  • Knowledge of current ICT strategy both locally and nationally.
  • Technical skills: competent in the use of ICT with an excellent level of understanding of professional informatics standards and best practice
Experience
Essential
  • Experience leading and developing clinical teams
  • Experience of leading a significant change project, including knowledge of the principles of cultural change
  • Experience in motivating teams, creating a positive environment which encourages open discussion and innovation, supports performance, builds capability and empowers staff
  • Experience in successfully persuading and influencing individuals and groups at a range of levels on issues which are highly sensitive and contentious e.g. service changes
