Job summary

Barclays is seeking a senior leader to own and drive the Technology, Cyber and Resilience control environment, ensuring adherence to Barclays Controls Framework. You will lead a globally distributed team and shape the enterprise control strategy to strengthen governance.

The role requires deep expertise in technology risk, cyber security, and operational resilience, with ability to influence senior stakeholders and deliver continuous control improvements across the organisation.

Qualifications

• Deep, enterprise-level mastery of first line risk and control leadership.
• Ownership of end-to-end Technology, Cyber and Resilience control.
• Expertise in technology risk, cyber security and resilience obligations.
• Experience setting governance and assurance for proactive risk identification.
• Ability to influence senior leaders and external stakeholders.
• CIO-level experience preferred.

Job description

• Assess the integrity and effectiveness of the bank's internal control framework
• Support mitigation of operational, financial and reputational risk
• Collaborate with stakeholders across the bank and business units to improve control effectiveness
• Document control assessments, procedures and findings
• Identify and investigate weaknesses and issues in internal controls
• Develop reports communicating risk assessment findings, control weaknesses and recommendations
• Execute reviews of the bank's internal controls framework against policies, regulations and best practice
• Implement adherence to the Barclays Controls Framework and establish control assessment methodology
• Solve enterprise-wide, complex and ambiguous control challenges across multiple risk domains
• Set the enterprise control strategy for Technology, Cyber and Resilience
• Shape future control strategy, including simplification, automation, reporting transformation and business-aligned risk insight
• Lead a globally distributed organisation of approximately 100 colleagues through a director-led structure
• Drive the strategic direction of the function and contribute to Barclays Group strategic initiatives
• Account for the control and governance agenda of the business division or function
• Lead, mentor and develop teams while embedding Barclays leadership behaviours and values

Requirements

• Knowledge of business areas, products, processes and platforms to assess risk
• Deep, enterprise-level mastery of first line risk and control leadership
• Ownership of the end-to-end Technology, Cyber and Resilience control environment
• Expertise in technology risk, cyber security and operational resilience
• Experience setting expectations, governance and assurance approaches for proactive risk identification
• Experience across technology, cyber, resilience and insider threat domains
• Expertise in control design, standards, metrics, issue management, regulatory remediation and resilience obligations
• Credibility as a former senior technology leader
• Ideally, CIO-level experience
• Ability to challenge technology delivery, cyber risk, resilience readiness and transformation plans from business and control perspectives
• Ability to manage a large, complex or diverse function
• Ability to lead and mentor high-performing teams or lead organisation-wide projects as an individual contributor
• Ability to influence senior leaders, committees and external stakeholders
• Broad and comprehensive functional expertise and significant product knowledge
• Ability to make complex business and strategic decisions impacting Barclays Group
• Ability to act as a spokesperson or representative to external bodies
• Ability to monitor and influence the external environment, regulators and advocacy groups
