Job summary

North Highland is seeking a Change Manager to lead transformational initiatives under a PAYE Umbrella contract in London, onsite 1-3 days per week with SC clearance.

You will design change frameworks, conduct impact assessments, develop communications, manage Early Life Support and hypercare, and enable business readiness across functions.

This role emphasizes stakeholder engagement, post go-live transitions, and delivering sustainable outcomes in a public sector context.

Qualifications

• Extensive change management experience across large programmes.
• Strong stakeholder engagement and communication skills.
• Experience with business readiness, early life support, and hypercare.
• Public sector environment experience preferred.
• Ability to work independently with strategic alignment.

Responsibilities

• Lead end-to-end change management frameworks tailored to context and delivery phases.
• Conduct change impact assessments across people, process, and technology.
• Design and execute targeted communication and engagement strategies, including digital adoption.
• Build and coordinate Communications Networks for diverse audiences.
• Manage Early Life Support and hypercare during go-live periods.
• Develop business readiness and transition plans for handover to operations.
• Contribute to programme planning and resourcing.
• Demonstrate proactive stakeholder engagement at all levels.
• Evaluate user needs and tailor change interventions to address gaps.
