Great British Energy - Nuclear’s first step was to start the technology selection process for Small Modular Reactors (SMRs) in 2023. In June 2025, Great British Energy - Nuclear announced that Rolls-Royce SMR had been selected as the preferred bidder to build the UK’s first SMRs and in November 2025 the first build site was confirmed as Wylfa in Anglesey.

GBE-N is delivering Gwyndod, its SMR Project, as part of an integrated delivery organisation established to take the programme from development through to future operation. Working with partner organisations, including technology and delivery partners, GBE-N is progressing a First Of A Kind new nuclear power plant (NPP) through a delivery model that brings together clear executive accountability, common leadership and strong governance. This approach supports safe, effective and flexible delivery while progressively developing the future licence holder capability required for the next stages of the project.
The Change Manager is a hands‑on practitioner role supporting end‑to‑end change management at workstream and initiative level, helping to mobilise and deliver change across the SMR programme. Reporting into the Change Lead, the Change Manager is responsible for producing practical change plans and delivering day‑to‑day change activities for assigned initiatives, ensuring people are ready, equipped, and supported to adopt new processes, systems, and ways of working.
Working under the direction of the Change Lead, the role focuses on practical implementation and deployment planning, stakeholder coordination, targeted communications, readiness tracking, adoption support, and continuous improvement. The Change Manager will work closely with project managers, subject matter experts (SMEs), digital and capability leads, HR, safety and assurance stakeholders, and suppliers to help ensure cross‑functional system and process rollouts are implemented smoothly, sustainably, and with appropriate controls where changes affect safety‑critical ways of working.
The role requires someone who is organised, delivery‑focused, and comfortable working in ambiguity, pace, and complexity. They will be expected to turn change requirements into clear, usable plans, materials, trackers and actions that help ensure the right people know what is changing, when it is changing, and what they need to do differently.
