Job summary

UK Atomic Energy Authority invites applications for a CDM Manager based at Culham, Oxfordshire. The role provides strategic leadership for CDM and Building Safety Act compliance across UKAEA, shaping governance, risk management, and assurance frameworks to enable safe delivery of major infrastructure projects.

Onsite three days per week with flexible working options. Essential: Level 6 qualification in Occupational Safety and Health; desirable NEBOSH Construction Certificate; extensive CDM

Qualifications

  • Essential: Level 6 qualification in Occupational Safety and Health (e.g. NEBOSH National Diploma or equivalent).
  • Desirable: NEBOSH Construction Certificate or equivalent construction health and safety qualification.
  • Extensive experience applying the CDM Regulations 2015 across major infrastructure, industrial, or complex engineering projects.
  • Proven experience advising senior leaders on CDM and Building Safety Act duty holder responsibilities throughout the project lifecycle.
  • Experience producing high-quality technical reports, briefings, and governance documentation.
  • Committed to fostering a positive, inclusive safety culture and leading by example.
  • Proficient in Microsoft Office (Excel, Word, PowerPoint) and confident using digital tools to support reporting and analysis

Responsibilities

  • Guide the development and continual improvement of UKAEA’s CDM strategy, governance, policies, standards, and procedures.
  • Act as the organisation’s subject matter expert on CDM and construction safety legislation, shaping organisational strategy and best practice.
  • Drive policy development, process improvements, and cultural change to strengthen the application of CDM Regulations across UKAEA.
  • Identify and manage strategic risks, providing reporting and recommendations to executive and board-level committees.
  • Drive continuous improvement by embedding lessons learned and industry best practice.

Job description

The salary for this role is £64,115. Onsite working is expected for 3days each week, however, we actively support requests for flexible working.

This role can be based at any of the following sites; Culham, Oxfordshire

This role requires employees to complete an online Baseline Personnel Security Standard (BPSS), including The Disclosure & Barring Service (DBS) checks for criminal convictions and possibly a search of open source data.

The Role

As CDM Manager, you will play a pivotal role in providing strategic leadership for the application of the Construction (Design and Management) Regulations 2015 (CDM) and the Building Safety Act across UKAEA. You will shape governance and assurance frameworks, provide expert guidance on complex infrastructure and engineering programmes, and ensure health, safety, and legal compliance are embedded throughout project delivery. Working across multidisciplinary teams, you will influence organisational strategy, drive best practice, and help enable the safe delivery of the facilities that support the future of fusion energy.

Key Responsibilities:

£64,115 + excellent benefits including outstanding pension
