Salary: £52,194 – £54,267 per annum, inclusive (Grade 12)

The Role

As a Category Specialist, you’ll lead procurement and commercial activity across construction and asset management categories. You’ll play a pivotal role in delivering value for money, driving commercial excellence, and supporting strategic commissioning across the Council.

This is a high-impact role where you’ll manage complex procurement projects end-to-end, advise senior stakeholders, and embed best practice contract and supplier relationship management.

Key Responsibilities
  • Lead procurement projects in construction, estates, and hard FM from scoping to contract award.
  • Develop and implement category strategies aligned with corporate priorities.
  • Provide expert advice on contract forms, procurement methods, and negotiation strategies.
  • Influence senior stakeholders and ensure compliance with procurement regulations.
  • Monitor supplier performance and resolve contract issues.
  • Deliver training and workshops to internal teams and stakeholders.
Skills and Qualifications
  • Proven experience in construction and estates procurement, including contract management.
  • Strong understanding of industry-standard contract forms and risk management.
  • Ability to manage demanding stakeholders and maintain project timelines.
  • Excellent communication and negotiation skills.
  • Experience with public procurement regulations and eTender systems (e.g., Atamis).
  • Degree-level education or equivalent, with professional qualifications (e.g., CIPS).
