Job summary

Wokingham Borough Council is seeking a Capital Schemes Project Manager to lead multi-faceted highway schemes in the Place & Growth – Highways & Transport Service. The role is a Permanent, full-time position based at Shute End, Wokingham.

You will oversee design development to UK standards, manage contracts, mentor engineers and apprentices, and work with stakeholders to deliver projects on time and within budget.

Qualifications

  • Bachelor’s degree in an engineering subject.
  • Minimum 5 years in a management role delivering projects from concept to construction.
  • Experience with highway standards (DMRB, Manual for Streets) and contracts (ICE/NEC/FIDIC).
  • Proven ability to manage budgets and schedules and to lead teams.

Responsibilities

  • Design technical drawings to UK standards and prepare professional reports.
  • Project manage schemes to meet strategic priorities and timelines.
  • Identify and mitigate project risks and resolve issues promptly.
  • Collaborate with internal and external clients to ensure successful outcomes.

We have an excellent opportunity for aCapital Schemes Project Managerto join our team within the Place & Growth – Highways & Transport Service here at Wokingham Borough Council, on aPermanentcontract.

As Capital Schemes Project Manager, you will project manage multi-faceted schemes to meet strategic priorities and support the company’s approach, working collaboratively with senior stakeholders to ensure strong management of plans, milestones, monitoring, and action tracking. You'll complete technical designs to relevant UK standards and produce high-standard professional written technical reports while supporting a team of Senior Engineers, Graduate Engineers, and Apprentices.

This role involves drafting and managing various construction contracts, liaising and maintaining constructive and collaborative relationships with internal and external clients, answering queries and responding to technical issues, and ensuring that successful outcomes improve services, customer outcomes, and savings. The post-holder will work independently and pro-actively, leading delivery of key objectives, engaging with stakeholders, and overseeing external consultants, specialists, and contractors to ensure quality and compliance with civil engineering industry standards.

This is a fantastic opportunity for a collaborative, motivated professional with a minimum of 5 years' experience in project management, ideally within a highways or transport context, and sound knowledge of relevant national and international highway standards (e.g., DMRB, Traffic Signs Manual, Manual for Streets).

Key Responsibilities

  • Complete technical designs to relevant UK standards (DMRB, Manual for streets, MCHW, among others) as well as producing high standard professional written technical reports
  • Project Manage schemes to meet its strategic priorities and support the company’s approach.
  • Pre-empt problems and resolve quickly to protect projects.
  • Work with all parties in a collaborative manner and make decisions to ensure projects and tasks are on time and budget
  • To administer and manage the project process and service project meetings.
  • To agree and produce clear, concise project plans and delivery timescales
  • Liaising and maintaining a good relationship with internal and external clients answering queries and responding to technical issues, provide support, and ensure that we deliver successful outcomes, which add improvement to services, customer outcomes, and savings.

Candidate Requirements

  • Bachelor’s degree (as a minimum) in a relevant engineering subject
  • Experience in efficiently using AutoCAD Civils 2D (essential) & 3D (desirable) software to produce Highway plans.
  • Sound working knowledge of relevant national and international highway related standards (e.g. DMRB, SHW, Traffic Signs Manual, Manual for Streets), contracts (e.g. ICE, NEC, and FIDIC), methodologies and procedures.
  • Minimum of 5 years’ experience within a management role delivering projects from concept design through to construction.
  • Results orientated with a strong drive to deliver success, a proven ability to manage small – medium budgets, projects and programmes of work to agreed targets and priorities. Able to make timely, rational decisions with the information available and understands when to seek guidance and support.
  • Demonstrates high standards, seeks to exceed client expectations and create a collaborative and supportive environment.
