Job summary

Elevate Projects Ltd in Central East London is seeking an experienced Capital Project Manager (Interim) to lead multi-million-pound capital works from inception to post-completion, ensuring safety, on-time delivery, and budget compliance.

You will coordinate a multidisciplinary team, manage design reviews, procurement, and contract administration, while liaising with residents, officers, and external consultants to maintain high standards.

Qualifications

• Degree-level qualification in a relevant discipline or equivalent construction management experience.
• Experience in contract administration and capital projects from inception to completion.
• Strong budget control, cash flow and final accounts review.
• Excellent verbal and written communication to liaise with residents and officers.
• Proficient IT skills including Google Workspace and data management.

Job Title: Capital Project Manager - Interim

Location: Central East London

Rate: £323.75 per day (Umbrella)

Contract Type: Interim

Job Purpose:

To lead multi-million-pound capital works projects from inception to post-completion, ensuring projects are delivered safely, on time, within budget, and to high-quality standards. The role involves developing projects through formal capital work stages, including project commissioning, scope development, technical reviews, contract administration, on-site management, and post-completion requirements. The Capital Project Manager will coordinate a multidisciplinary project team to drive performance in all key areas.

Key Responsibilities:

• Lead capital projects across all RIBA/Council stages, ensuring compliance with design standards, statutory consents, and building regulations.
• Act as Contract Administrator for framework call-off projects, long-term agreements, or standalone contracts, including managing mini-tenders, issuing instructions, and overseeing completion stages.
• Manage spend profiles, control fee expenditure, approve payment recommendations, and review pricing/final accounts in partnership with Project Quantity Surveyors.
• Fulfill delegated Client CDM responsibilities, ensuring pre-construction information is provided and safety risks are minimised.
• Coordinate internal officers and external consultants/contractors to drive performance on time, cost, quality, and resident satisfaction.
• Lead resident consultation meetings, address Section 20 leasehold requirements, and respond to complex enquiries.
• Advise on procurement methods and contract forms, prepare specifications, evaluate tenders, and present projects to approval boards.

Requirements:

• Degree-level qualification in a relevant discipline (e.g., Surveying, Architecture, Engineering) or equivalent significant experience in construction, project management, and contract administration.
• Good general building maintenance knowledge, familiarity with housing stock standards, and understanding of relevant building regulations and statutory compliance.
• Proficient IT skills (Google packages, databases, and housing management systems) with strong numerical skills.
• Experience in contract administration and managing construction/capital projects from inception to completion.
• Proven track record of managing project budgets, cash flow forecasting, fee expenditure, and reviewing final accounts.
• Experience directing multidisciplinary project teams and supervising external contractors/consultants.
• Outstanding verbal and written communication skills to negotiate effectively and liaise with residents and senior officers.
• Proactive approach to identifying risks, solving site/contract issues, and resolving disputes.
