Job summary

Barnsley Metropolitan Borough Council is seeking an experienced Capital Asset Project Manager to lead construction, refurbishment and capital delivery across a three-year programme in Barnsley. You will manage feasibility, design, procurement, construction, handover and ensure safety, budget and timely delivery within a public-sector framework, collaborating with education, housing and commissioning teams.

About the Post:

Deliver construction projects that create better places for children and young people

We are investing in an ambitious three-year capital programme to increase local provision for children and young people across Barnsley.

We are looking for an experienced Capital Asset Project Manager to manage two important areas of this programme:

· The development and expansion of residential children’s homes.

· Capital projects that increase and improve local education provision for children and young people with special educational needs and disabilities.

This is a permanent role, with an initial focus on delivering the three-year capital programme.

This is a construction delivery role

You do not need to be a specialist in children in care or SEND/AP.

We need someone who understands how to take capital projects from an agreed requirement through feasibility, design, procurement, construction, completion and handover, ideally with experience in a public sector environment.

Your expertise should be in construction project management, health and safety, contractor management and capital programme delivery. You will work alongside strategic property services, children’s services, education and commissioning colleagues who will provide the service-specific knowledge.

You will ensure each scheme is safe, compliant, affordable and suitable for the people who will use it.

What you will be responsible for

You will:

· Lead multiple construction, refurbishment and property adaptation projects.

· Develop clear project scopes, delivery plans, budgets and programmes.

· Coordinate feasibility studies, surveys, designs, planning applications and statutory approvals.

· Manage contractors, consultants, architects and other professional advisers.

· Lead procurement activity and support the appointment of suitable delivery partners.

· Ensure projects comply with construction health and safety requirements, including the Construction Design and Management Regulations 2015.

· Monitor contractor performance, site safety, quality, cost, risks and delivery milestones.

· Identify delays, cost pressures and compliance issues early, then take action to resolve them.

· Maintain accurate project documentation, risk registers, financial forecasts and progress reports.

· Report clearly to senior managers and programme governance meetings.

· Work with property, legal, procurement, finance, planning, education and children’s services colleagues.

· Coordinate building completion, commissioning, snagging, certification and operational handover.

· Help establish consistent capital delivery standards across the programme.

Who should apply

You do not need previous experience of SEND services or residential children’s care.

We welcome applications from experienced project managers and capital delivery professionals working in:

· Construction and infrastructure.

· Local government or public-sector estates.

· Education, health or housing capital programmes.

· Tier 1 or Tier 2 construction contractors.

· Government frameworks and major public-sector contracts.

· Property development, refurbishment or facilities-led capital projects.

Your sector background is less important than your ability to deliver complex construction projects safely and effectively.

You must be able to demonstrate strong experience of construction project management, health and safety compliance, contractor management, capital budgets, programme control and risk management.
