We are looking for an experienced Campaigns and Brand Manager with a broad range of marketing and communications skills to join our Communications team within Corporate Services.

The Role:

Reporting to the Senior Communications and Campaigns Lead, you will be responsible for the planning, delivery, and evaluation of integrated marketing campaigns across digital and offline channels. You’ll work closely with service managers, designers, media owners and agencies to deliver creative, cost-effective campaigns that meet objectives and demonstrate impact.

You will lead a small team of campaign and brand officers, managing a portfolio of high-profile campaigns for Children’s Services that support Hampshire County Council’s strategic priorities. From promoting vital services such as Fostering to supporting recruitment of hard-to-fill frontline roles, your work will make a real difference to the lives of Hampshire residents.

This is a fantastic opportunity for a proactive and strategic marketing professional who thrives in a fast-paced environment and is passionate about public services.

You will be required to travel to various locations within Hampshire, and it is essential that you have a current drivers’ licence and access to a reliable vehicle on a regular basis.

What you’ll do:
  • Lead the development and delivery of marketing campaigns across a range of service areas
  • Manage and support a small team of Campaigns and Brand Officers, including 1:1s, team meetings and workload planning
  • Develop campaign strategies and tactical plans, ensuring alignment with service objectives and audience insight
  • Oversee the production of engaging content and creative assets, working with inhouse designers and external suppliers
  • Manage campaign budgets and ensure effective use of resources
  • Set up and monitor paid digital campaigns across social, search and display platforms
  • Work with media owners to buy other media such as outdoor, press and radio
  • Lead on email marketing and TV and cinema advertising. This includes oversight of SAP Marketing Cloud – our email marketing platform
  • Ensure all campaigns comply with GDPR, accessibility and brand guidelines
  • Evaluate campaign performance using analytics and insight to inform future work
  • Maintain strong working relationships with service managers, agencies and media owners
What we’re looking for:
  • Degree or professional qualification in marketing or communications, or equivalent experience
  • Significant experience in a marketing agency or inhouse marketing team
  • Experience of managing a team and overseeing multiple campaigns simultaneously
  • Strong communication skills, including copywriting, presenting and stakeholder engagement
  • Proven ability to develop and deliver effective marketing strategies and plans
  • Confident in setting up and optimising digital campaigns across major platforms, and experience with email marketing platforms
  • Experience of planning and buying media
  • Highly organised, with excellent planning and prioritisation skills
  • Proficient in Microsoft Office and project management tools such as MS Planner
