Building Surveyor – Hampshire based Council – Capital Assets Team

£23.70 PAYE - £30 Umbrella / Deemed LTD (inside IR35)

37 hours per week

3–6 month contract (potential to extend)

A Council based in Hampshire is looking for an experienced Building Surveyor to join our Repairs and Maintenance team within the Capital Assets division. This role will be central to the management of planned maintenance and repair works across a broad portfolio of council properties.

As a key member of the team, you'll support the delivery of a professional and customer-focused building maintenance service, ensuring a safe, reliable, and compliant environment that meets the evolving needs of the organisation.

Responsibilities:
  • Deliver and supervise a range of maintenance, repair, and improvement projects.
  • Monitor contractor performance, conduct inspections, and ensure compliance with specifications.
  • Coordinate planned maintenance projects in accordance with funding agreements and service standards.
  • Contribute to budget control and financial reporting within the Capital Assets team.
  • Build effective working relationships with Members, Tenants, Leaseholders, Schools, Consultants, and Contractors.
  • Ensure services are delivered in line with Southampton City Council's strategic goals for growth, compliance, and community development.
Requirements:
  • Minimum 3 years' experience in building maintenance.
  • Qualified to ONC (minimum) in Building Studies (HNC preferred).
  • Strong knowledge of building defects, contract management, and health & safety legislation including CDM, asbestos, legionella, and electrical/gas safety.
  • Proficiency in Microsoft Office (especially Excel) and understanding of database systems.
  • Sound understanding of local authority procurement, financial regulations, and compliance frameworks.
  • Excellent communication, organisation, and stakeholder engagement skills.
