About the Role:
Plymouth City Council is seeking an experienced Building Surveyor to support the delivery of responsive and planned maintenance across a large and varied property estate. This includes over 2,000 assets, ranging from civic buildings and schools to heritage sites, industrial units, libraries, and monuments.

The role is central to the Council's Asset Management Plan and involves acting as a competent person in a key area of building-related statutory compliance (e.g. fire safety, asbestos, or accessibility). You will provide subject matter expertise to ensure buildings are maintained to the required standard and remain legally compliant.

Key Responsibilities:

Deliver day-to-day responsive maintenance and planned works across the corporate estate.

Undertake building surveys including condition, asbestos, fire safety, and accessibility assessments.

Act as a competent person in a designated area of compliance (e.g. fire, asbestos, radon).

Support the Facilities Manager (Hard Services) in the development of 1-year and 5-year maintenance plans.

Lead capital and revenue projects (up to £500k per annum), preparing technical specifications and managing contractors.

Provide H&S compliance guidance, develop policies, and ensure records are maintained in systems such as Zetasafe.

Respond to CRM requests and emergencies, conducting inspections and coordinating resolution.

Advise on defects, post-project reviews, and long-term asset performance improvements.

Degree (or equivalent) in Building Surveying or a related subject.

Membership (or eligible within 18 months) of RICS, CIOB, or similar professional body.

NEBOSH certificate in a relevant area.

Extensive experience in building maintenance, surveying, and health & safety risk management.

Sound knowledge of construction, building regulations, CDM 2015, and compliance systems.

Strong organisational, numerical, and communication skills.

Ability to work independently on site in varied and sometimes adverse conditions.

Commercial experience identifying efficiencies or income opportunities.

Knowledge of listed building processes and conservation area constraints.
