Job summary

University of Dundee is seeking a Building Services Co-ordinator (Mechanical) to lead mechanical building services across campus projects. You will liaise with external design teams and internal stakeholders during pre-construction, on-site, and post-completion phases, and you will plan and manage delegated budgets for maintenance initiatives.

You will supervise the in-house mechanical trades team, coordinate with end-user groups, and contribute to safety, CPD, and project reporting.

Qualifications

• HNC / HND or equivalent in mechanical building services engineering and related apprenticeship.
• Substantial practical experience of building services installation, repair and maintenance.
• Understanding of modern building services in offices, teaching spaces and labs.
• Experience managing mechanical services on capital and minor works projects.

Job Title: Building Services Co-ordinator (Mechanical) Grade: 7 Main Duties & Responsibilities:

• Liaise with external design team members and key internal University stakeholders during the pre-construction design phase, on-site construction and post completion phases of Capital and Small Works projects being carried out on all of the University's Campuses.
• Assist with the delivery of and directly plan, organise and manage delegated budgets and supervise a variety of maintenance type projects. Examples being but not limited to: backlog maintenance, planned preventative maintenance, deferred maintenance, services infrastructure renewal and compliance type projects.
• Provide direct line management supervision and guidance / instruction to the in-house mechanical services trades team as and when asked or required.
• Communicate with end user groups and stakeholders to organise, manage and supervise planned interruptions to existing live services including advance preparation of associated sketches, risk assessments and method statements.
• Represent the mechanical services team and provide attendance and input at internal departmental HUB group cluster meetings when asked or required.
• Attend project progress meetings, technical and services co-ordination meetings and produce progress reports of meetings as necessary.
• Possess a positive attitude towards Health & Safety in carrying out personal responsibilities ensuring compliance with University safety policies, HSE legislation and HSG guidance documentation.
• Respond to end user stakeholder enquiries requesting building services input and advice associated with existing services, planned new works, alterations and refurbishments. This will necessitate site visits and investigations, chairing and convening meetings to establish project brief, determining associated project budget costs and preparing anticipated programmes of works.
• If required and after appropriate training, undertake Authorised Person (AP Mechanical) duties in accordance with University of Dundee systems and procedures.
• If required and after appropriate training, undertake Deputy Responsible Person (Deputy RP) water hygiene duties in accordance with the HSE ACOP L8 2013 and HSG technical guidance document HSG274.
• Perform on-site mechanical building services Clerk of Work duties including issuing permits to work, witnessing tests, commissioning and setting to work results. General day-to-day site inspections, communications, attendances, supervision and snagging thus ensuring compliance with Industry standards, specifications, project brief, statutory legislation / guidance and University engineering quality expectations. Ensuring that safe systems of work are being adopted and implemented by contractors and / or in-house engineering trades' staff. These Clerk of Works duties will at times, necessitate the post

holder to occasionally work out of hours in the evenings and / or at weekends to supervise contractors working on site or within University buildings.

• Verify the accuracy of received as-installed services drawings and Operation & Maintenance and Health & Safety manuals. Supervise and manage the change / correction process as necessary.
• Create, raise and issue purchase to suppliers / contractors utilising the departmental procurement and financial systems.
• Liaise with operational colleagues and carry out site visits to gain a working knowledge, understanding and insight into installed existing engineering plant and services infrastructure externally to and internally within Campus buildings.
• Assist with the data collection, data input and record keeping of departmental engineering plant and equipment asset registers including the departmental CAFM (Facilities Management) planned preventative maintenance and statutory maintenance software database.
• Enter, interrogate and analyse engineering services data and reports stored remotely on external data bases and IT servers. Examples being: legionella, water hygiene and PSSR engineering insurance inspections.
• Work closely with the University`s Energy Manager in pursuit of carbon and energy reduction initiatives.
• Provide technical expertise and show technical leadership in all areas of mechanical building services engineering whilst working in conjunction with other University personnel, external contractors and consultants. This would include mechanical building services design brief / installation specification to ensure compliance with current legislation, technical guidance and Industry standards.
• Actively participate in on-going Continuing Professional Development (CPD) and competency training as requested by the University. This training will likely take place on and off Campus as required by the training provider(s) and will encompass a wide and diverse range of Engineering and Health & Safety disciplines.
• Employ, manage, supervise and monitor the performance of external specialist contractors. Examples being but not limited to Gas Safe, LCA (Legionella Control Association), HSE L8 water hygiene, biocidal water treatment, boiler water treatment, air conditioning and refrigeration and laboratory / BCGA specialist compressed gases contractors.
• Carry out other relevant and reasonable duties as directed by the Head of Mechanical Services or member of the Estates & Campus Services senior management team.

Criteria:

Education, experience and achievements

• HNC / HND or equivalent in mechanical building services engineering and / or recognised building services trade apprenticeship with post qualification in a capacity as Project Engineer / Project Engineering Manager possessing senior Industry experience.
• Substantial practical experience of building services installation, repair and maintenance.
• A good working understanding of Modern Building Services including but not limited to offices, teaching spaces, research laboratories and specialist clean room environments.
• Managing mechanical building services associated with capital and minor works new build and refurbishment projects.
• Experience of district heating systems, installations and the associated plant and equipment.
• A working knowledge of statutory legislation associated with engineering building services disciplines and associated HSE / HSG technical guidance documentation
• Degree in mechanical building services engineering.
• An existing member of or working towards membership of the IET (Institute of Engineering and Technology) or CIBSE (Chartered Institution of Building Services Engineers) or SOE (Society of Operations Engineers).
• Already registered as or working towards registration with the Engineering Council as an IEng (Incorporated Engineer) or CEng (Chartered Engineer).
• Membership to IMechE (Institute of Mechanical Engineers) or IPlant E (Institution of Plant Engineers).
• Possess a current CSCS (Construction Skills Certification Scheme) card.Demonstrate an appropriate level of previous Health & Safety training. Examples being but not limited to: asbestos awareness, CoSHH, CDM 2015 Regulations, confined spaces, working at height, first aid etc.
• Hold current A.P. [Authorised Person] (Mechanical) / safe systems of work certification.
• Operated / worked within a Higher Education / University projects team environment.
• Operated / worked within a mechanical and electrical building services maintenance environment.

Skills and Knowledge-

• Possess a sound knowledge, understanding and working experience of statutory legislation, e.g. HSE / HSG technical guidance documentation relative to engineering and H & S disciplines, PSSR pressure systems, plant operations and knowledge of how these are controlled, maintained, serviced and repaired.
• Good knowledge of Industrial and Commercial HVACR technologies including plumbing, drainage and laboratory specialist gases systems.
• Familiarity with the HSE ACOP L8, the associated HSG 274 technical guidance document and Scottish Water Byelaws 2014 technical guidance / legislation.
• Understanding of appropriate technical legislation for statutory and planned maintenance of equipment, e.g. SFG 20.
• Knowledge of health and safety management in the working environment (e.g. permit to work systems, safe systems of work, risk assessments and method statements.).
• Possess a practical understanding of the CDM Regulations 2015 and construction contracts and general administration.
