Job summary

Barnsley Metropolitan Borough Council is seeking a motivated Building Safety Levy Officer to join the Planning, Policy & Building Control team. This role will deliver the new Building Safety Levy, ensure compliance with the Building Safety Levy Regulations 2025, and manage the levy process from liability assessment to refunds and reporting.

About the Post:

Barnsley Council is a place of ambition, transformation and opportunity, and we are looking for a motivated and organised Building Safety Levy Officer to join our Building Control team at an exciting time of change within the construction and regulatory sector.

This is a unique opportunity to play a key role in delivering the new Building Safety Levy, supporting the implementation of important national legislation designed to improve building safety and ensure sustainable funding arrangements for future remediation work.

As Building Safety Levy Officer, you will be responsible for the day-to-day administration of the Building Safety Levy system, ensuring compliance with the Building Safety Levy Regulations 2025 and reporting requirements set by the Ministry of Housing, Communities and Local Government (MHCLG). You will oversee the levy process from start to finish, including assessing liability, issuing statutory notices, processing payments and refunds, maintaining accurate records, and supporting the submission of management information and financial returns.

This is a varied role that combines administration, financial processes, customer service and regulatory compliance. You will work closely with developers, colleagues and external partners, providing advice and guidance on levy requirements while helping to ensure the Council meets its statutory obligations.

You will also support wider Building Control activities by monitoring application progress and helping ensure statutory performance targets and timescales are met.
