Interim Building Safety & Major Works Project Manager

Enfield Council (hybrid working)

Rate: £396.52 per day (umbrella - INSIDE IR35)

3 month initial contract (with a view to extend)

Enfield Council have an ambitious programme of works to ensure all homes meet the Decent Homes Standard by March 2026. Alongside this, the council has secured £5M through the Warmer Homes Grant and continues to deliver a rolling programme of Fire Risk Assessment (FRA) remedial works.

We are seeking an experienced Project/Programme Manager to take the lead on delivering Capital Investment and Building Safety projects, with a particular focus on High-Rise Residential Blocks (HRBs).

Key Responsibilities
  • Oversee delivery of capital investment works, including Decent Homes, FRA remedials, Warmer Homes, and structural repairs.
  • Coordinate works within HRBs and bring them together under a single Gateway 2 submission to the Building Safety Regulator.
  • Work closely with internal teams (FRA, Warmer Homes, M&E) to ensure all requirements are captured before procurement.
  • Manage external consultants and contractors, including Principal Designers, Contract Administrators, and specialist engineers.
  • Support delivery of complex works such as concrete repairs and structural projects, ensuring quality and statutory compliance.
About You
  • Minimum 3 years' experience in project/programme management within housing, local authority, or property sectors.
  • UK Resident
  • Knowledge of Building Safety Act requirements, FRA processes, and capital works delivery.
  • Experience managing high-rise or complex housing stock.
  • Excellent stakeholder and contractor management skills.
