Job Description

Innovation and Assurance (I&A) determines and sets workspace design standards through authoring of a comprehensive suite of documents comprising the Government Property Agency (GPA) Workplace Design Guide, a range of Technical Annexes and the Employers Requirements. We utilise these, managing the design process and associated design consultants, across the Hubs and Whitehall Campus Programmes to deliver transformative workplaces for Civil Servants across the UK.

I&A plays a wider role across both GPA and across Government in the work that we undertake. We are seen as subject matter experts in the individual streams / disciplines, with an aim of ensuring we have access to the best information and advice, but equally in order that we influence across Government departments and into industry.

We Operate As 4 Distinct But Intrinsically Linked Streams:

  • Physical Security
  • Sustainability
  • Technical Assurance

We produce and set the technical standards for our buildings and seek assurance that our requirements are delivered, working closely with our supply chain partners, Capital Projects and Workplace Services colleagues. As subject matter experts we support a number of cross government working groups where we share knowledge with both the public and private sector.

The BIM Managers role is part of the Technical Assurance team. This is an assurance role to ensure buildings in design, during construction and at handover comply with the correct technical design and legislative standards set out in GPAs Design Guide and Employer Requirements (ER). This will require regular monitoring and reporting at key project milestones.

Key Responsibilities:

Reporting to the Head of Technical Assurance, the BIM Manager will be responsible for:

  • Support and advice to the Head of Technical Assurance on BIM related issues.
  • Developing the GPA Better Building Information Management (B2IM) strategy where there are currently shortfalls in performance requirements, including defining how this interfaces with the other project monitoring activities which are being developed.
  • Overseeing each project, at every RIBA stage, and ensuring our performance requirements are met, including ensuring effective BIM/B2IM technical assurance for each project from our external partner consultancies and building contractors.
  • Review of project team and assurance support roles for B2IM and responsibilities for each project to ensure scopes are correct.
  • Technical assurance of the project inception, to ensure the project team have defined clear working methods in their BIM execution plan.
  • Engaging with project teams, reviewing model co-ordination and clash detection working practices are effective.
  • Providing oversight, ensuring project teams provide high quality O&Ms and as built information at practical completion to the facilities manager for operations, including a verified federated model with COBIE data.

Leadership

  • Lead on BIM and B2IM delivery throughout all RIBA stages of projects.

Person specification

We are seeking an experienced BIM manager who can provide technical assurance and oversight of modelling quality and the B2IM programme for all GPA Projects.

Experience & Technical Skills

Essential criteria:

  • Extensive, and demonstrable experience of BIM Management.
  • Track record of CAD technician work in a built environment company, preferably with a Building Services background.
  • Experienced user of Revit, Navisworks and other clash detection software.
  • Have gained or working towards a relevant property sector professional accreditation e.g. with CIBSE, IET, CIOB or RICS.
  • Experience of BIM implementation on live construction projects up to project handover.

Desirable Criteria:

  • Client facing experience.
  • Extensive experience of leading spatial co-ordination works in a multi-disciplinary design team.
  • Ability to think strategically/analytically.
  • Experience of using BIM in a facilities management environment.

Qualifications And Accreditations

Essential criteria:

  • Working knowledge of ISO 19650 and BSRIA BG6

Desirable Criteria:

  • Degree in a Built Environment related field
  • Hold or working towards a related professional accreditation: CEng or CIWFM or MRICS
