Job Summary

“Defence Support Major Programmes will address shortcomings in the effective delivery of Support, pan-Defence, and deliver £Bns of financial savings over the next 10 years. Driving change together with external consultants, industry, DE&S and the Front-Line commands, we will enable Defence to achieve greater agility and efficiency, achieving both value for money for the taxpayer and also operational advantage.”

‘Business Modernisation for Support’ (BMfS) is, first and foremost, a business change and process re-engineering programme. It seeks to transition Defence from legacy processes to align with leading practice across both the commercial Support sector and with allies. This in turn allows for future Defence business processes to be underpinned by Commercial Off-the-Shelf (COTS), cloud-enabled, evergreen Information Systems (IS), integrated with the Defence Digital Backbone, cyber-secure and accessible globally. The introduction of Robotic Process Automation and AI where appropriate will remove the need for human intervention in non-value-adding tasks, and the implementation of a simple, intuitive ‘Amazon-style’ interface will reduce the need for specialist training, minimise instances of human error and improve the user experience.

The Operations Support Governance Support Officer role will coordinate a wide range of business activities in a complex programme environment, contributing to the smooth running of Leadership activity and ensuring alignment with Major Programmes activities. The role will support the wider team in reaching the programme and project milestones and targets. The role will be responsible for the coordination and support the delivery of Programme and Project governance processes to align documentation, of projects and other delivery activities within BMfS. The role will support the coherence of programme reporting and documentation and facilitation, support to governance meetings. The post holder will also be responsible for supporting and contributing to management activities such as the movement of personnel, Information access and control including permission management, Contract Purchasing and Finance management actions among others.

The post holder will also work closely with other roles within the Operations Support team, to inform, align and support with important deadline activities.

This position is advertised at 37 hours per week.

Job Description

Main objectives include but are not limited to:

  • Support of Programme and Project Governance Framework implementation/maintenance:
    • Assist and support in maintaining governance processes and frameworks.
    • Support PCMs to ensure the adherence of BMfS governance standards across Programme and Project documentation that is used in Governance meetings.
  • Programme Reporting and Documentation:
    • Provide secretariat and governance support in the preparation and maintenance of regular programme documentation ensuring it is consistent and current.
    • Support the updating and organisation of programme information in management tools e.g. Kan Ban etc.
  • Coordinate Ops Spt Governance Meetings:
    • Provide administrative support to Ops Spt governance meetings, including scheduling, preparing agendas, slides and taking minutes as well as following up on action items and maintaining meeting terms of reference (ToRs).
  • Programme Business Planning and resource coordination:
    • Provide effective and efficient management of programme business planning activities including facilities, IT equipment, BSO etc. including items allocated to contractors.
  • Contract Management Support and coordination:
    • Support the D2SP Contract Management by processing CP&F actions including monthly receipting and creation of Purchase Requisitions.

Person specification

Essential Criteria

  • Any Programme management qualification e.g. MSP - Foundation level

Desirable Criteria

  • Knowledge of IKM within Defence
  • Minute taking
  • Strong teamwork and customer service ethic.
  • Ability to influence and communicate with data owners at various levels within the organisation to secure input required.
  • Experienced in use of O365 package 4.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
