Administration Assistant – contract. To £35,000

Our client is looking for a Biofuel Financial Analyst. This role requires a PQ/Qualified Accountant with a particular interest in Data and Reporting.

The role is Office Based in Canary Wharf, London. The team is responsible for complying with legally mandated biofuel obligations set in both the UK and Ireland. Certificates, which can be traded between obligated companies, are awarded to reflect the quantity and type of biofuel added to road fuel. These certificates are then used to discharge the company's annual obligation. The processes for the awarding of certificates are administered by government agencies and include complex rules, fixed deadlines, and financial penalties.

The successful incumbent will be self-motivated and highly disciplined, working collaboratively and proactively leading the coordination of the requirements to ensure compliance with the legal requirements. In summary, this role is primarily compliance focused.

Key Responsibilities:
  1. Calculate the monthly biofuel obligation in the UK & Ireland.
  2. Track the physical fossil and biofuel content of all product movements throughout the supply chain using oil accounting systems.
  3. Validate and reconcile obligated sales, balancing UK and Irish official duty returns.
  4. Calculate supply partner biofuel balances and agree these with counterparties.
  5. Identify any discrepancies in data and promptly work with internal or external parties to resolve differences.
  6. Coordinate the certificate claim process and maintain a certificate balance.
  7. Work closely with suppliers and internal operations groups to obtain required documentation.
  8. Maintain and follow procedures required to support trading of physical biofuel, including the issuing of Carbon and Sustainability data.
  9. Review all documentation to ensure compliance with national and ISCC regulations, including country of origin and greenhouse gas saving (GHG - checked using online Carbon Calculator).
  10. Maintain a robust mass balance for Refinery biodiesel and storage location specific ethanol, tracking all product stock movements using the Valero oil accounting system and other systems.
  11. Enter claims in external web-based Government systems working with the appointed Valero verifier to obtain their sign-off prior to submission.
  12. Coordinate certificate transfers, purchases, and sales directly with supply counterparties.
Critical Deadlines:
  1. Monthly – Volume submission to create obligation.
  2. Quarterly – Application for certificate award.
  3. Annual – GHG reporting, redemption, final award request.
Additional Duties:
  1. Liaise with UK & Ireland Biofuel Agencies and the Verifier to obtain approval for the addition of new biofuel types and sources.
  2. Represent the company at industry and government biofuel forums and on the UKPIA.
  3. Review all biofuel trade documentation to ensure that the contracts contain necessary clauses to protect the company's ability to make certificate claims in both the UK and Ireland.

  1. Disciplined work approach, focus on deadlines and following work processes.
  2. Analytical skill set given the complexity of the role with changing annual obligations, secondary mandates, and changing deal type construction.
  3. Interest in automation/streamlining work processes to reduce manual entry error risks.
