About the Role

We are seeking a dedicated and experienced Bid Writer who will join to help lead on the development of all aspects of bid initiatives from procurement exercises to framework submissions. This strategic role will drive our success in government procurement opportunities and optimise our position on key frameworks. The ideal candidate will combine exceptional bid management skills with a deep understanding of government procurement processes with a proven track record of securing public sector contracts.

This role offers a unique opportunity to make a significant impact on our growth in the public sector market. The successful candidate will play an instrumental role in shaping our government business development strategy and driving measurable business results through excellence in bid management and framework optimisation.

Responsibilities

Framework Management

  • Lead esynergy's participation in government procurement frameworks. Identifying the right frameworks for our service offerings, leading on the creation and submission of proposals on all identified frameworks such as; G-Cloud, Digital Outcomes and Specialists, and other relevant frameworks
  • Develop and maintain a comprehensive understanding of framework requirements, evaluation criteria, and compliance standards, working on existing and new proposals, drafting and bringing together the right responses
  • Ensure all framework listings and company information remain current, compliant, and strategically positioned
  • Monitor, manage and maintain access to framework and procurement portals
  • Monitor framework renewal cycles and proactively manage reapplication processes
  • Analyse framework performance metrics and adjust strategies to maximise opportunity conversion

Bid Leadership

  • Lead the end-to-end bid management process for complex public sector opportunities and engage across the business to ensure consistent learning and improvements across all sectors
  • Develop compelling, compliant, and competitive responses to government tenders and RFPs
  • Coordinate cross-functional bid teams, including subject matter experts, technical leads, and senior management
  • Implement and refine bid/no-bid decision-making processes to ensure strategic pursuit of opportunities
  • Build and maintain a knowledge library of reusable content, case studies, and winning approaches
  • Oversee proposal quality assurance and compliance with all tender requirements

Business Development

  • Work closely with sales teams to identify and qualify government procurement opportunities
  • Develop deep understanding of client needs and procurement objectives to create tailored, responsive proposals
  • Build relationships with key stakeholders within target government departments and agencies
  • Analyse win/loss data to continuously improve bid strategies and framework positioning
  • Utilising tooling available, provide market intelligence on public sector trends, emerging opportunities, and competitive landscape

Process Improvement

  • Establish and refine standardised bid processes, templates, and quality standards
  • Implement bid management tools and systems to improve efficiency and effectiveness
  • Lead post-bid reviews to capture lessons learned and drive continuous improvement
  • Coach and mentor team members on effective bid writing and government procurement processes

Requirements

  • Significant experience in bid management, with demonstrated success in public sector procurement
  • In-depth knowledge of Crown Commercial Service frameworks, particularly G-Cloud, DOS, and Tech Services
  • Proven track record of winning competitive government tenders
  • Strong understanding of public sector procurement regulations, evaluation methodologies, and compliance requirements
  • Excellent written communication skills with the ability to craft compelling, clear, and compliant proposals
  • Strong stakeholder management abilities, with experience coordinating cross-functional teams
  • Exceptional organisational skills and ability to manage multiple deadlines simultaneously
  • Strategic thinking with commercial acumen to understand competitive differentiation
  • Experience with bid management tools and systems
