Salary: £50,000 - £60,000 (depending on experience)

Location: United Kingdom (Hybrid)

Working pattern: Full time

About the role

This role is part of our Business Development team and plays a key part in helping Public Digital win new work.

You’ll lead the writing and coordination of bids and proposals, translating our ideas, expertise and impact into clear, compelling content. You’ll work closely with consultants, directors and partners to gather input, shape the story, and meet submission deadlines. You’ll also help us maintain and improve our library of content so that we can respond more efficiently and effectively to future opportunities.

The role reports to the Business Development Lead and works alongside others in the BD team.

We’ll support you with a structured onboarding process and on-the-job learning throughout your first six months. You’ll get the training, guidance and context you need to get stuck in and do your best work.

How you’ll make an impact
  • Lead the end-to-end writing of bids and proposals, making sure responses are clear, focused, and meet client needs
  • Read and interpret tender documents to understand requirements and shape strong, tailored submissions
  • Work closely with consultants and subject experts to gather input and turn it into high-quality content
  • Make sure proposals are submitted on time, meet compliance rules, and reflect our tone and brand
  • Write and edit other materials - from slide decks to short proposals and case studies
  • Keep our content library, templates, and consultant bios up to date and easy to use
  • Join bid planning and review sessions, respond to feedback, and help improve how we work as a team
  • Support wider business development activities, such as updating our CRM, tracking opportunities, and helping with pricing narratives or follow-ups

This role is key to how we grow our work and impact. You’ll help us put our best foot forward with clients, clearly and confidently.

What we're looking for

We’re looking for someone who’s a clear, thoughtful communicator and a strong team player. You’ll be organised, flexible, and confident working across a mix of sectors and timelines. You’ll likely recognise yourself in some of the points below:

  • A strong writer, ideally with experience in technical or proposal writing
  • Excellent written English, with the ability to adjust tone and language for different audiences
  • Comfortable managing multiple bids at once, often to tight deadlines
  • Organised and reliable, with good time management and attention to detail
  • Able to work independently and as part of a team in a fast-paced environment
  • You’re interested in the kind of work Public Digital does, especially digital transformation and organisational change, and you're keen to build your understanding so you can write about it with confidence
  • Familiar with public sector procurement processes and tools, including frameworks and portals
  • Confident using tools like Google Docs, Sheets and Slides (or the Microsoft Office equivalents)
  • Useful but not required: experience writing proposals for clients in Canada, or for multilaterals like the UN or World Bank. Being able to work in Spanish is also a plus

  • A short phone interview (up to 30 minutes) with a member of our talent team. Someone from the hiring team may also join.
  • A panel interview, which may include task or presentation that you will be asked to prepare ahead of time. You’ll receive the information regarding this task in advance, along with full details about the format if applicable
  • An informal peer chat, giving you the chance to speak with someone in a similar role at Public Digital.

Each stage is designed to be a two-way conversation, giving you the chance to get to know us too.

  • Salary
    We’ll offer a salary that reflects your experience and the skills you show throughout the process. We aim to be as competitive as possible based on what you bring to the role.
  • Flexible working
    We support flexible working, and you can split your time between home and our London office. Most of the team comes in around once a week to collaborate, but there’s no set requirement to be in regularly.
  • Right to work
    You’ll need to already have the right to work in the UK when you start. We’re not able to sponsor visas for this role.
  • Reserve list
    If you're successful at the final stage but we don’t have an immediate role available, we may place you on a reserve list for up to 6 months. This means we can get back in touch if a similar opportunity comes up within that time, and you won’t need to reapply.
  • Closing date
