Job description

We are recruiting a Bid/Preconstruction Manager to join a regional contractor based in Surrey. They have a number of new opportunities from existing clients and frameworks and are looking to expand their preconstruction team.

They target negotiated repeat business opportunities as well as framework opportunities. They are secured on frameworks such as DFE, Pagabo, SCF, and local authority frameworks, working on bids in the education, health, care, and defence marketplaces. They also consider 2-stage or negotiated work for key clients but do not engage in single-stage high-risk developments. Projects typically range in value from £2 million to £20 million.

The company boasts an excellent preconstruction team, including bid managers, estimators, design teams, building services, and commercial experts, who collaborate on each bid to achieve the best possible outcome.

Key Duties of a Bid/Preconstruction Manager include:
  1. Developing strategy and assessing the feasibility of compliant tenders.
  2. Producing non-compliant tenders or alternative proposals in parallel, if desirable.
  3. Creating and monitoring bid programmes, response trackers, and budgets.
  4. Communicating requirements to the bid team.
  5. Ensuring timely submission in the required format.
  6. Providing technical and operational input to proposed technical solutions.
  7. Identifying project risks and implementing mitigation measures.
  8. Writing, reviewing, or contributing to technical and SHESQ responses.
  9. Ensuring tender submissions meet all requirements.
  10. Agreeing on estimating strategies with the Estimator or Estimating Manager.
  11. Leading procurement of designers, subcontractors, and suppliers.
  12. Chairing meetings and interviews with prospective partners on critical packages.
  13. Aligning project programme strategy with the Planning Manager and providing technical support to the project planner.
  14. Reviewing the project programme and ensuring review gateways are achieved.
  15. Implementing mitigation measures for programme slips to meet milestones.
  16. Managing and responding to technical queries from clients and suppliers.
  17. Developing parallel strategies for non-compliant or alternative proposals when time permits, and managing all related documentation.
