My client, a well-known Tier 1 Main Contractor, is looking for candidates with experience in bid management in the civil engineering infrastructure sector. The successful candidate can work from their head office in Swindon or their London office in Paddington.
Purpose of the Role
As part of the Submissions Team, the primary function of the Bid Manager will be to actively manage and win tender opportunities and provide clear leadership and direction for all members of the bid team.
To lead the development and production of winning PQQ and Tender written responses. A comprehensive understanding of how to formulate a technical response favorable (or beyond) to the client's requirements, and communicating this both in written and visual formats.
Role Accountabilities
- Drive and energize the bid team to achieve successful outcomes for each tender, following designated processes and best practices within the organization.
- Ensure that a coherent bid strategy is developed, working in conjunction with the Business Development Manager and Sector Director.
- Evaluate winning strategies continually and direct team and resources to focus on activities that enhance the chance of bid success.
- Oversee and be involved with tender commercial strategy.
- Arrange internal meetings such as Kick-off and Settlement, using MS Outlook.
- Agree on the Bid Budget and monitor expenditure with the Head of Management.
- Ensure adherence to Company & Group governance and procedures.
- Produce CRC documentation for issue to Head of Bid Management.
- Create action plans and assign individuals to complete relevant items from meetings/minutes, driving actions to completion.
- Undertake corporate approval processes with the Work Winning Director.
- Maintain communication with Clients/Employers' Agents and manage third-party interactions.
- Keep senior management informed of tender developments and obtain approval for key decisions.
- Issue briefs for Operations, Commercial, Temp Works, and Third Parties; identify Estimator and Planner requirements as needed.
- Manage communication with joint venture partners and key supply chain members.
- Oversee designer briefs in conjunction with Technical Services and manage designers to achieve optimal solutions.
- Participate in the appointment of specialist third parties.
- Review supplier tenders and manage risk and opportunity assessments, including input into ARM risk software.
- Collaborate with the commercial manager to understand the route to deliver the margin within the business plan.
- Determine queries to raise in line with the tender strategy.
- Coordinate tender and post-tender meetings and interviews with clients and employers' agents.
- Ensure resource availability and timescales are met for quality submissions, maintaining a Deliverables tracker.
- Manage and review the quality of submissions and disseminate tender feedback upon completion.
- Handover successful tenders to the project delivery team.
- Use formal meeting agendas and save presentations as PowerPoint slides in the corporate database.
Additional Duties
- Deputize for the Head of Bid Management as needed.
- Perform other duties as necessary to meet the needs of the business, consistent with your seniority.
Required Knowledge
- Sound knowledge of the UK construction market.
- Understanding of relevant legislation.
- Knowledge of Civil Engineering.
- Commercial awareness of different contract types.
- Strong presentation and client communication skills.
- Familiarity with the company's governance and procedural requirements for work-winning.
