A leading healthcare provider seeks a Capital Planning Manager to oversee significant building projects including budgeting, stakeholder management, and compliance with health standards. Job summary
To manage and deliver multiple Capital Schemes on both the Community Hospital Sites and Community Sites. Managing projects from initial concept through to delivery of a new or refurbished building/asset. Managing and directing stakeholders and team members throughout the various stages of a project lifecycle.
The post holder will be required to support the delivery of the Estates Strategy, including leading on a variety of Capital projects in order to provide the physical environment to match the service aspirations and to meet service user and staff expectation within increasingly challenging financial constraints.
Main duties of the jobThe efficient and effective development, implementation and coordination of the Trust's Capital Works programme. The post holder will assist in designing construction related schemes from inception through to completion and operational commissioning for projects ranging from £5k to £Multi-Million.
Ensure and provide assurance that building schemes and engineering services are provided within available budgets and are compliant with statutory/mandatory legislation, regulations, relevant good practice/guidance and are successfully completed to time and quality standards.
Provide expert specialist advice to the Trust Executive, Clinical and Divisional Directors and Managers and others on building, engineering and grounds issues.
To Liaise with external bodies to the Trust including Local and Statutory Authorities, other NHS Trusts, Housing associations, NHS Property Services, National Commissioning Board, Care commissioning groups (CCGs) and General practitioners (GPs) etc. This will include discussion of complex confidential project matters and any barriers leading to delays in project completion time or financial restraints on the initial plans which may lead to contentious conversations.

Support the recruitment and retention of staff in BCHC Estates and Facilities.
Actively manage any disciplinary and grievance matters in conjunction with the corporate HR team and the Head of Capital Planning
Keep abreast of technical, statutory and contractual developments that affect the working environment, via a CPD (continuing professional development) process.
Agree start point budgets with management accounts each year, for all Capital Planned Programme schemes, identifying cost pressures and agreeing control measures. Formulating and agreeing budget line allocations.
Manage estate budget allocations for the Capital Planning Estates team, to ensure balanced budgets are achieved at the end of the financial year and estate related cash releasing efficiency schemes are achieved.
Take shared responsibility for the capital investment associated with the Trust estate, including the planned programme, to ensure the Estate is compliant, and fit for purpose.
Manage and resolve conflicts in respect of conflicting demands in terms of resources and priorities.
Lead the production of an efficient and workable procurement payment system in conjunction with the Procurement Department, to ensure best value (including: Purchase Orders, Standing Orders, Call Off orders and Periodic Payment Register) for the Capital Planning Estates team.
Lead and manage the procurement of construction and consultant contracts for the Trust in conjunction with the Procurement Department, to ensure best value.
Assist with development of investment and estates strategies for the Trust. Ensuring statutory compliance and to fully meet the requirement of the Disability Discrimination Act.
Ensure adequate processes are in place to identify and achieve Fire and Statutory Compliance in accordance with requirements of Fire code, and relevant Health and Safety legislation, to meet NHS targets.
Support the Capital Planning estates processes in the Care Quality Commission Standards and Controls Assurance Standards, as defined by the Trust and co-ordinate action plans as required.
Support Health and Safety matters for Capital schemes, liaising with the Risk Management, and the Trust Board Secretary on legal matters.
Provide expert knowledge and solution based advice in relation to Capital Estates matters (but not exclusively) with regard to Asbestos, Legionellae, Sterilisers, Finance Systems, Decontamination, Control of Infection, in conjunction with the Head of Capital Planning and Associate Director of Estates & Facilities and trialling new plant and equipment as required.
Trialling new plant and equipment, which may include solutions for Asbestos, Sterilisers and Decontamination equipment.
Conduct and oversee regular internal review and process audits alongside complex one-off audits that may cover the entirety of the Trust.
Oversee Capital Estates compliance with all aspects of Health and Safety at Work legislation, including the Construction, Design and Management Regulations (CDM), for employees, agents and contractors of the Trust.
Lead in collaboration with the energy and sustainability teams the development of a programme of energy conservation, sustainability measures and green policies, to monitor and reduce consumption of fossil fuels and production of CO to minimise the impact on the environment of Trust processes, to meet government and NHS annual targets.
Support the review of risk assessment of estates and facilities on Capital matters to identify potential problems and develop processes in accordance with Controls Assurance, to achieve compliance and minimise risk.
