Band 3 Project Manager (Fixed Term Appointment up to February 2028)

The Office for Nuclear Regulation (ONR) is responsible for all nuclear sector regulation across the UK. ONR’s mission is to provide efficient and effective regulation of the nuclear industry, holding it to account on behalf of the public.

ONR’s Programme Management Office (PMO) consists of change professionals delivering portfolio, project, and change management for various projects.

As part of its 2025 strategy, ONR aims to be a modern and transparent regulator, investing in digital technologies and skills to enhance regulatory processes and information management.

Job Purpose

The Project Manager manages a range of projects daily, ensuring objectives are met within time, cost, and quality constraints, with positive change adoption and benefits realization. They support senior project managers on complex projects, lead continuous improvement activities, and work with diverse stakeholders.

Line management responsibilities are currently none but may develop in the future.

Principal Responsibilities

  • Manage projects from initiation to closure, including setting controls.
  • Ensure effective change management and stakeholder engagement.
  • Develop and draft project Business Cases.
  • Produce key project documentation aligned with PRINCE2 methodology.
  • Communicate project expectations clearly.
  • Build project schedules and resource plans.
  • Track and measure benefits.
  • Manage stakeholder relationships and expectations.
  • Monitor risks and issues, develop mitigation plans.
  • Produce regular project status reports.
  • Ensure project governance.
  • Participate in procurement and contract management as needed.
  • Support team motivation and support.
  • Contribute to continuous improvement within the PMO.

Location / Travel

The role can be based in Bootle, Cheltenham, or London, with weekly attendance at Bootle. The role involves hybrid working with some travel across the UK.
