Raytheon-Rafael Area Protection Systems (R2S) Joint Venture (JV) is seeking a proven, high performing ATF Compliance Manager to support a dynamic and growing joint venture. Our mission focuses on producing Iron Dome/SkyHunter major end items to fulfill requirements of worldwide customers.

The selected candidate will oversee compliance with regulations set by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). Responsibilities include developing and managing practices to ensure safety and security of the manufacturing facility, staff, and intellectual property.

Responsibilities:

• Manage ATF records for all licensed facilities including firearms and explosives acquisition and dispositions, and daily transaction summaries.
• Validate ATF records against physical inventories regularly.
• Coordinate with internal teams for compliant reconciliation of records and inventory.
• Manage all Explosives Employee Possessors and Responsible Persons, including reviewing and submitting questionnaires and maintaining communication with ATF.
• Provide guidance on due diligence and internal policies related to federal firearms and explosives regulations.
• Conduct risk analysis and monitor processes related to firearms and explosive material acquisition and disposal.
• Develop and improve ATF compliance policies, procedures, training, and tools.
• Perform audits and assessments, both internal and with regulators.
• Support the R2S compliance and security team as needed.
• Travel up to 25% within the US for compliance purposes.

Qualifications:

• Typically requires a university degree and 8+ years of ATF compliance or international trade compliance experience, or an advanced degree with at least 5 years of relevant experience.
• Ability to obtain and maintain a U.S. security clearance; U.S. citizenship required.
• Experience with ATF regulations and compliance.

Preferred skills include analyzing risks under laws like the NFA, GCA, SEA, and AECA, data analysis, and experience in a compliance or security role at Raytheon. Strong judgment, communication, and cross-functional collaboration skills are essential.

Work location is in Camden, Arkansas (relocation support available) or remote with frequent travel to Camden. Travel is estimated at 15-25% within the US.
