Associate, Legal, Procurement Policy and Advisory Department

The European Bank for Reconstruction and Development (EBRD) is seeking a detail-oriented and driven Associate, Legal to join its Procurement Policy and Advisory Department (PPAD). This position offers a unique opportunity for a legal professional to engage in policy development and advisory work supporting public sector projects across our countries of operation.

About the Department

The Procurement Policy and Advisory Department (PPAD) oversees the application and development of the Bank’s Procurement Policies and Rules (PPR) for Bank-financed projects. PPAD provides strategic and operational support to internal staff and clients, ensuring efficient, transparent, and compliant procurement and contract implementation. The team also maintains strong partnerships with international organizations such as the World Bank, EIB, ADB, UNCITRAL, WTO GPA, among others. Currently, PPAD supports over 300 public sector projects, monitoring around 2,000 contracts valued above EUR 20 billion, and advises on about 300 new contracts annually worth over EUR 3 billion.

Key Responsibilities
  • Conduct legal research on topics including public procurement, eligibility restrictions, and sanctions.
  • Assist in drafting procurement-related policies and regulatory documents such as directives and guidance notes.
  • Contribute to developing and updating EBRD’s standard procurement documents, project implementation agreements, and other legal materials.
  • Create and maintain standardized templates and policy documents.
  • Process and review procurement-related complaints and track their progress and outcomes for Board reporting.
  • Support OCCO in investigations into prohibited practices.
  • Disseminate lessons learned from procurement complaints and investigations through presentations and training.
  • Provide legal advice to EBRD staff on procurement matters.
  • Participate in procurement policy dialogue with EBRD countries, including reviewing procurement laws and strategies.
  • Represent EBRD at international conferences and working groups on legal topics.
  • Support the Associate Director, Legal, and Director, PPAD, on special projects and initiatives.
Required Skills and Experience
  • Postgraduate degree (LLM or equivalent) in law, or a first-level university law degree with relevant experience.
  • Minimum of 3 years’ legal experience in an international law firm or organization.
  • Experience in litigation, arbitration, construction disputes, or public procurement (preferred).
  • Experience in policy dialogue with senior officials, MDBs, or international organizations (desired).
  • Proven ability to draft and negotiate legal agreements and policies.
  • Excellent research and analytical skills.
  • Strong communication and interpersonal skills to clearly present legal issues.
  • Understanding of IFI procurement procedures (preferred).
  • Fluency in English; additional languages are a plus.
