Job description

Key accountabilities

Performance and Governance

  • Accountable for supporting supplier performance management within the estates function providing ongoing performance and risk management against the agreed contractual performance obligations and ensuring contract management is effectively discharged. Overseeing the delivery of corrective actions to improve performance, working closely with DWP Estates Category Management (Commercial Team) on issues that require commercial input or escalation, as well as working closely with broader DWP Estates’ Teams to obtain operational insights.
  • Responsible for supporting performance management governance undertaking reviews of Management Information. Leading regular performance reviews, identifying any trends as part of the governance process to collaboratively develop early corrective actions within the estates Supply Chain.
  • Working across the DWP Estates’ portfolio to support development of Supply Chain Function reporting including supplier performance and risk management, ensuring alignment with functional governance and best practice. Support reviews of estates audits against contractual obligations.
  • Responsible for ensuring Suppliers deliver work orders in line with contractual and customer requirements, provide the required data to the systems, and working with DWP Cost Management team within Cost and Supplier Performance Management to ensure they are paid.

Relationship management

  • Effectively managing the supplier/client relationship across the Estates stakeholders, this role will lead translation of Estates’ business requirements into the services, and will support the DWP Estates Category Management team who will oversee the contractual relationship between DWP and the Supply Chain.
  • This role will work collaboratively to ensure Estates Control Framework and End 2 End processes are effectively embedded and articulated across the Supply Chain and monitor the performance of the Supplier and health of the relationships.
  • Building a strategic and collaborative relationship with nominated Suppliers to foster innovation and actively identify risks, continuous improvement opportunities to improve service, efficiencies and value for money.
  • Ensuring the estates supply chain delivers outcomes that our customers need and at the requisite service quality including management of the work order processes.

Change Management

  • Managing service or other change requests, validating operational / business requirements with the Estates stakeholders. Providing supporting information and undertaking contract administration activities and assurance against contractual requirements to support the DWP Category Management team to execute necessary contractual changes.
  • Maintaining records of all decisions made and instructions issued to nominated suppliers. Maintaining an auditable change control register.
  • Working closely with broader DWP Estates Teams, Service Delivery and Operations teams, to ensure change requests accurately reflect DWP requirements. Overlaying supply chain insight and operational information to determine required changes in scope, service and volume to accurately reflect DWP’s requirements.
  • Proactively identify areas for continuous improvement within the Supply Chain.
  • Supporting re-procurement activity through ensuring procurement documentation, including performance metrics / KPIs, accurately reflects the desired capabilities and requirements related to the estates Supply Chain and takes account of any previously identified gaps in service, operational insights or past performance trends.

Strategy

  • Implementation of Supply Chain category strategy and development plans as agreed by the DWP Estates Category Management team and the Estates stakeholders.

Health & Safety

  • Working with the DWP Estates H&S team to ensure nominated suppliers meet their Health and Safety obligations ensuring they carry out commensurate corrective action where necessary.

Person specification

Essential Skills, Knowledge & Experience

  • Experience in supply chain performance and relationship management with the ability to build effective relationships
  • Interpretation and analysis of data to inform decision making, enabling large volume of complex commercial transactions within a time bound situation against an ever-changing demand
  • Excellent stakeholder management skills, confident in communicating with internal and external stakeholders at different levels of seniority, engaging and collaborating to build effective networks in order to deliver goals and objectives
  • Demonstrable experience and understanding of Continuous Improvement implementation with Strategic Suppliers
  • Knowledge of Supplier and Customer Relationship Management tools and techniques and their application
  • Knowledge and implementation of risk management strategies and processes
  • Application of strategies to demonstrate robust Supply Chain Management
  • Experience of managing large scale national suppliers

Desirable

  • Experience of managing Estates contracts e.g. FM, guarding , capable of protecting DWP’s commercial interests
  • Experience of managing NEC contracts
  • Experience (delivering) a wide range of CAPEX related Real Estate projects and activities from inception onwards, applying good commercial principles to multi-site CAPEX works delivery

Qualifications / Professional memberships

Desirable

  • Certified membership of a recognised supply chain management professional body, e.g. ASCM, IOSCM, RICS, MCIPS

This role is based in our DWP office in Leeds
